Thomas Jefferson Holbrook was born about 1879. He attended Professor F. M. Berhns' West Texas Normal and Business College of Cherokee, Texas, and was a graduate of the University of Texas Law School class of 1906. From 1907 to 1919 he was legal advisor and credit manager of Mistrot Brothers in Galveston, and served in the same capacity for Sanger Brothers in Dallas from 1919 to 1921. He was elected state senator from Galveston in 1921, and continued in that office until 1937. He was dean of the Texas Senate for many years, and was voted outstanding orator by the news media. While in the Senate, he introduced legislation calling for flood control of the Colorado River, banking regulation, old age pensions, a Texas State Museum, prevention of water pollution, and regulation of the practice of medicine. He was one of the leading critics of the New Deal in Texas, and introduced resolutions in the Texas legislature and the State Bar Association opposing the attempted revision of the United States Supreme Court by the Franklin D. Roosevelt administration. After his defeat in the election for the 46th Legislature, he moved to Austin in 1941.
He was a Scottish Rite Mason, and was a charter member of the Scottish Rite Educational Association of Texas and on the Board of Directors of the Scottish Rite Dormitory at the University of Texas. Holbrook's first wife, Davidella Rice Holbrook, died in 1941. At his death on October 21, 1964, he was survived by his second wife, Abigail Curlee Holbrook. Both Thomas Jefferson Holbrook and Davidella Rice Holbrook are buried in the State Cemetery in Austin.
The papers of Thomas Jefferson Holbrook include correspondence, speeches, dockets, records from various organizations, pamphlets, poems, and newspaper clippings. Older historic materials date from 1836 to 1886. Holbrook's own papers date from 1910 to 1964. The older documents include Republic of Texas-era correspondence in Spanish and English, and records from the Galveston Lyceum and Galveston County Court dockets. Holbrook's papers consist of correspondence, speeches by Holbrook and by others, reports, rosters, minutes, and related records from the Scottish Rite Educational Association and the Scottish Rite Dormitory, pamphlets on various subjects, and poems and newspaper clippings.

The papers of Thomas Jefferson Holbrook arrived at the Texas State Archives in two different accessions. The first group of papers, now described in the collection as historic documents, were donated by Thomas J. Holbrook in 1939. The remainder of the collection came in a donation from Mrs. T. J. Holbrook in April 1966.
Correspondence, 1910-1944, deals with Holbrook's campaigns for state senate, pending legislation, state and national political issues, and Scottish Rite Masonic and Eastern Star organizations. Letters are both typescript and handwritten.
The arrangement is chronological, with undated letters placed at the end. In instances where both incoming and outgoing correspondence exists, both items are placed in order by the date of the incoming letter.

Records consist of reports of the Director, Auditor, and Social Director, rosters, activities calendars, board meeting minutes, and financial reports, dating 1942-1964. Holbrook was on the Board of Directors of both the Scottish Rite Educational Association and the Scottish Rite Dormitory at the University of Texas.

Historic documents, dating 1836-1886, include records of the Galveston Lyceum, dockets of the Galveston County Court, engravings, Republic-era letters, and two letters from a later time period. The original Republic letters are laminated and most are illegible. They are in Spanish and English, and there are typescript transcriptions and translations. Most of the letters are correspondence of Colonel James Morgan.
