Terrell Blodgett, the Mike Hogg Professor in Urban Management in the
L.B.J. School of Public Affairs at the University of Texas at Austin, conducted
several management studies for the state and served as executive director of a
task force. Blodgett prepared a management audit of the State Preservation
Board and Office of the Architect of the Capitol in 1987-1988. He conducted a
management study of the American Educational Complex College District, Killeen,
Texas in 1989 with cooperation from the State Auditor's Office. In 1991
Governor Ann Richards requested Blodgett serve as executive director of the
Governor's Task Force on Revenue.
Records consist of correspondence, memos, reports, minutes, financial
documents, publications, notes, clippings, and other materials, dating 1917,
1960, 1965-1991, undated, created and gathered while Blodgett worked on three
projects for the state from 1987 to 1991. For management studies of the State
Preservation Board/Office of the Architect of the Capitol and the American
Educational Complex College District, Blodgett reviewed pertinent records,
analyzed the mission, function, and goals of the office or organization,
determined areas needing improvement, and produced a written report of his
findings. As executive director of the Governor's Task Force on Revenue,
Blodgett coordinated the task force meetings and disseminated information to
the task force members.
Copies of audit working papers supplied to Blodgett by the State
Auditor's Office were destroyed.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.

The study was requested by Lieutenant Governor Bill Hobby, House Speaker Gib
Lewis, and State Representative Stan Schlueter, D-Killeen, to investigate
allegations of mismanagement published in the Houston
Chronicle. Blodgett requested assistance from the State Auditor's Office
when he discovered that the complex's financial affairs were more difficult to
unravel than he had first thought. |
