Senator Hugh Q. Parmer, a Democrat from Fort Worth, served in the
Texas House of Representatives from 1962 to 1964 for the 58th and 59th
Legislatures and was elected to the Texas Senate in 1982 for the 68th through
the 71st Legislatures (1983-1989) representing District 12 which encompasses
part of Tarrant County. Parmer holds a BA from Yale University and was
president of Parmer Marketing Company, Inc. In 1977, Parmer was elected Mayor
of Fort Worth after serving a two-year term on the Fort Worth City Council.
While in the Texas Senate, Parmer served on the following committees:
Administration, Health and Human Resources, Subcommittee on Public Health, and
Intergovernmental Relations.

newsletters, speeches, news clippings, testimony, publications, and reference
materials. Records date from 1977 to 1989 (bulk 1983-1988) and are records of
Senator Hugh Parmer documenting his tenure in the Texas Senate. Bill files
relate, for example, to the regulation of solid waste management practices and
public utility regulation. Correspondence is with constituents and officials

Restrictions on Access
Because of the possibility that portions of these records fall under
the Public Information Act exceptions including violations of the privacy of
individuals, these records must be reviewed by an archivist before they can be
accessed for research. The records may be requested for research under the
provisions of the Public Information Act (Texas Government Code, Chapter 552).
The researcher may request an interview with an archivist or submit a request
by mail, fax, or email including enough description and detail about the
information requested to enable the archivist to accurately identify and locate
the information requested. If our review reveals records covered by exceptions
to the Public Information Act, we are obligated to seek an Open Records Opinion
from the Attorney General before the files can be provided to the researcher.
The Public Information Act allows the Archives ten business days after
receiving the written request to make the determination.

Senator Hugh Parmer was appointed by the Lieutenant Governor to the Council on
Disabilities and these records reflect Parmer's work as a member of that
council. The council's mandate was to continually monitor the implementation of
the long-range state plan for Texans with disabilities and prepare a biennial
review and revision of the plan for official submission in January of each
odd-numbered year; to promote the development and coordination of efficient
statewide public and private policies, programs, and services for persons with
disabilities; to promote the compilation and publication of all laws relating
to the disabled and make recommendations to the legislature regarding
appropriate modification of laws relating to the disabled; and to promote a
demographic survey for accurate identification of the disability population and
promote the effective use of valid data in planning service priorities. |

(bulk 1987-1988). These are records of the Legislative Task Force on Acquired
Immune Deficiency Syndrome (AIDS) which was established by the Lieutenant
Governor and the Speaker of the House (HCR 137, 70th Legislature, Regular
Session). Senator Hugh Parmer was appointed by Lieutenant Governor Bill Hobby
to fill the unexpired term of Senator Farabee to the Legislative Task Force on
AIDS. This term was to end in January 1989. The Task Force on AIDS was charged
with developing recommendations for public policies needed to dramatically
reduce the current and projected long-term impact of AIDS in Texas. The Task
Force held regional public hearings throughout the state in 1988 to invite
testimony relating to the epidemic. |
