         <head>Restrictions on Access</head>
         <p>Because of the possibility that portions of these records fall under
			 the Public Information Act exceptions including violations of the privacy of
			 individuals, these records must be reviewed by an archivist before they can be
			 accessed for research. The records may be requested for research under the
			 provisions of the Public Information Act (Texas Government Code, Chapter 552).
			 The researcher may request an interview with an archivist or submit a request
			 by mail, fax, or email including enough description and detail about the
			 information requested to enable the archivist to accurately identify and locate
			 the information requested. If our review reveals records covered by exceptions
			 to the Public Information Act, we are obligated to seek an Open Records Opinion
			 from the Attorney General before the files can be provided to the researcher.
			 The Public Information Act allows the Archives ten business days after
			 receiving the written request to make the determination.</p>

         <head>Biographical Sketch</head>
         <p>John Leedom was born on July 27, 1921, received his Bachelor of
		  Science from Rice University, and worked as a graduate engineer prior to his
		  election to the Texas Senate on behalf of the 16th District, Dallas (part) and
		  Rockwall (part) Counties. Leedom served in the Senate from 1981 through 1996.
		  During his tenure he was active on a variety of committees, namely Education
		  (1981-1984), Human Resources (1981-1982), Intergovernmental Relations
		  (1981-1996), Economic Development (1983-1996), State Affairs (1985-1996), and
		  Redistricting (1990-1996). In addition, he served on several subcommittees,
		  acted as Vice-Chair of the Redistricting and Intergovernmental Relations
		  committees, and chaired the interim committees on Fees and Grants (1981-1982)
		  and Agency Services Management (1985-1986). Senator Leedom did not return to
		  the Senate in 1997.</p>

         <head>Scope and Contents of the Records</head>
         <p>Records consist of minutes, agenda, bill copies, bill analyses,
		  printed materials, fiscal notes, hearing requests, supporting meeting
		  materials, correspondence, memoranda, interview notes, forms, press releases,
		  lists of members, reports, fact sheets, completed questionnaires, amendments,
		  clippings, newsletters, and several photographs that date 1981-1982, 1985-1996
		  (67th -74th Legislatures). The records comprise the committee and bill files of
		  Texas State Senator John Leedom. Committee files cover the Interim Committee on
		  Fees and Grants (1981-1982) and the Interim Committee on Agency Services
		  Management (1985-1986); documentation largely consists of minutes. The bill
		  files cover passed legislation which was introduced or sponsored by Senator
		  Leedom from 1985 to 1996. Subjects include state and local finance, banks,
		  fees, public utilities, services management, arson, the judiciary, highway
		  repairs, productivity bonuses, pensions, motor vehicle issues, and insurance.
		  </p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>
