Agency History

The Southwestern Library Association (SWLA) was created to promote all library interests in the southwestern United States and Mexico, especially the states of Arizona, Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The organization was founded October 26, 1922 at the Texas Library Association annual meeting in Austin, Texas. At its biennial meeting in 1934, SWLA members voted to make the Texas State Library the official repository for records of the Southwestern Library Association.

Membership in the SWLA was open to state associations, libraries and individuals. Officers included a president, vice-president, secretary and treasurer, elected at the biennial meetings for two-year terms. An executive board consisting of the association's officers and chairmen of standing committees administered SWLA affairs. In 1969 an executive secretary was hired; the title was later changed to executive director.

The SWLA was reorganized in 1972 and expanded beyond planning biennial meetings. It applied for and administered several National Endowment for the Humanities grants, focusing on oral history, literacy, and humanities programming for libraries. The association also developed resources for librarians through its Southwestern Library Interstate Cooperative Endeavor (SLICE) office, in particular CELS (Continuing Education for Library Staff). The SWLA disbanded in 1983 due in part to a lack of financial support and the loss of Louisiana to the Southeastern Library Association.

Scope and Contents of the Records

The Southwestern Library Association existed from 1922 to 1983 to promote all library interests in the southwestern United States and in Mexico by discussion, planning and cooperative action. Records are minutes, correspondence, constitutions and bylaws, policies and procedures manuals, reports, membership lists, project files, committee files, conference files, officer and staff files, papers and proceedings, newsletters, programs, other printed material, photographs, sound recordings, a videotape, and planning kits of the Southwestern Library Association, dating 1920-1989, undated, bulk 1922-1983. Most of the earlier records (through the 1960s) revolve around the biennial conferences which were held from 1924 through 1980, although due to World War II, the association did not hold meetings in 1942 and 1944. Later records also include grant-funded project files, training material for librarians, and other records created after the SWLA hired full-time office staff. During the 1970s the SWLA received grants from the National Endowment for the Humanities (NEH) for projects including The Southwestern Mosaic: Living in a Land of Extremes (a humanities-based library program planning kit), literacy, and an oral history planning kit. Files for the Southwestern Library Interstate Cooperative Endeavor concern the development of continuing education for library staff. Subjects covered in the records include conferences for librarians, continuing education for library staff, relations with Mexican libraries and librarians, literacy, oral history, a union list of serials for the Southwestern United States, automation, the beginnings of the MARC format, library programs for local communities, library networks, and relations with other library associations. Individuals prominently represented in the records include Maryann Duggan, Pearce Grove, Allie Beth Martin, Virginia Mounce, Peggy O'Donnell, Patricia Paylore, Hester Slocum, Grace Stevenson, and Elizabeth Howard West.

Some documents have penciled notes with references to roman numerals. It appears that Mary Jo Walker made notes on documents and re-ordered them as she was researching her thesis The Southwestern Library Association, 1922-1954.

Employee verification information is being maintained for 75 years after the dissolution of the Southwestern Library Association. The file will be destroyed after January 2058.

Executive director files, 1922-1983, bulk 1969-1981,

The executive director maintained files documenting the Southwestern Library Association's administration, including grant activities, publications, and conference planning. Records are correspondence, printed material, programs, lists, financial statements, program proposals, minutes, meeting material, and other records dating 1922-1983, bulk 1969-1981. As the SWLA expanded its role beyond holding biennial meetings to include library networks, continuing education, and grant administration, the files generated and maintained by the office increased. Subjects include biennial conferences, executive board meetings, interest groups, committee work, membership, financial issues, literacy, National Endowment for the Humanities grants, humanities program planning in librariesand continuing education for library staff. The humanities program planning files consist mainly of printed material created by libraries to publicize their humanities programs. Staff represented in the files include Della Thomas, Marion Mitchell, Susan Schmidt, and Donna Rhein. In January 1973 Mary Clotfelter was employed as SWLA's first full-time executive secretary. In August 1973 Marion Mitchell was appointed as SWLA's first permanent full-time executive secretary, and the first permanent full-time SWLA office was established at the University of Texas Southwestern Medical School Library in Dallas on a contract basis. The office later moved to the University of Texas at Dallas. Once the office was established, files that had been sent by officers and members to the Texas State Library as the archival repository, instead were often sent to the SWLA office.

Southwestern Library Interstate Cooperative Endeavor (SLICE) office files, 1960, 1967-1981, bulk 1972-1979,

The Southwestern Library Interstate Cooperative Endeavor (SLICE) was created to provide interstate services and manage projects funded by member states. Records are correspondence, minutes, financial records, reports, plans, surveys, printed materials, dating 1960, 1967-1981, bulk 1972-1979. Projects managed by SLICE include Continuing Education for Library Staffs (CELS), development of a bibliographic network, and National Endowment for the Humanities (NEH) grants. Files were created by Maryann Duggan and Peggy O'Donnell, CELS coordinator and SLICE office director, and their successors.
SLICE History
In October 1969, thirty-five library leaders from the five southwestern states in U.S. Office of Education (U.S.O.E.) Region VII (later Region VI) met in Dallas for a workshop on Mobilizing State Resources to Effect Interlibrary Cooperation, directed by Janice Kee, Library Services Program Officer for the region. An outgrowth of this workshop was the appointment by Allie Beth Martin, SWLA president, of an Interstate Library Cooperation Committee which, in September 1970, with funding from the six state library agencies in the region, conducted an intensive planning retreat at the Six Flags Inn in Arlington, Texas.
In January 1971, SWLA submitted a grant proposal to the Council on Library Resources for the establishment of the SLICE office, with Maryann Duggan as its first director. The council approved the grant in September and, with added support from each of the six state library agencies of the region, the SLICE office opened October 1, 1971. The SLICE (Southwestern Library Interstate Cooperative Endeavor) office was established to provide a demonstration of interstate services which would meet library needs which could be provided by a single state; determine the practicality of regional self-funding; serve as a regional clearinghouse for related projects and programs; and establish the feasibility of a long-range interlibrary, interstate library agency.
The SLICE office was advised by a council, composed of the directors of the state library agencies and the vice-presidents of the state library associations in the SWLA region, SWLA officers, and consultants. Each project of the SLICE office had an advisory group.

Files are grouped roughly by topic as received, within each group the arrangement is somewhat alphabetical by subject. Some interfiling was done by State Archives staff.

Board and committee member files, 1939-1942, 1947, 1969-1982,

Files document projects and activities of the Southwestern Library Association through the participation of members of the executive board and various committees, including William Carlson, Sandra Coleman, Virginia Mounce, Hester Slocum, and Patricia Paylore. Records are correspondence, conference planning materials, constitution, financial records, proposals, procedures, reports, minutes, notes, itineraries, newsletters and photographs, dating 1969-1982.
Correspondence of William Carlson concerns his participation on the 1940 SWLA conference program and as member and chair of the Policy Committee. Files for Patricia Paylore and Sandra Coleman document their time serving on the executive board.
Files of Hester Slocum include Publications Committee materials regarding the SWLA newsletter, conference proceedings, and special reports; executive board files covering decisions faced at board meetings regarding conferences, SLICE, CELS, projects, and other issues; and local arrangements files on planning for the 1972 conference in New Orleans.
Virginia Mounce, a university archivist and librarian in Texas, served as chair and member of the Ad Hoc Mexico Projects Committee and maintained files documenting projects of the committee. Records are correspondence, notes, itineraries, reports, newsletters and photographs dating 1970-1971, 1975-1981. Subjects include a November 1976 trip by SWLA members to Mexico City to tour libraries, the hosting of a group of Mexican librarians touring South and Central Texas libraries in August 1979, a Spanish literacy program, and a proposed librarian exchange program with Mexico.

SWLA-ALA Goals Award project files, 1967-1972,

Files document the SWLA-ALA Goals Award project on American Library Association relationships with its chapters. Records are correspondence, memoranda, applications, questionnaires, lists, reports, printed material, and notes dating from 1967 to 1972. The project was funded by the J. Morris Jones-World Book Encyclopedia-ALA Goals Award, granted to the Southwestern Library Association by the American Library Association. The purpose of the project was to survey national, regional, and state library associations as well as individual and institutional members of the associations to determine if the associations were meeting members' needs and to improve cooperation among the three levels of library associations. Grace Stevenson, retired deputy executive director of the American Library Association, served as project director. Questionnaires filled out by individuals as well as institutions other than SWLA were destroyed by the Archives and Information Services Division of the Texas State Library and Archives Commission because information was well-summarized in preliminary tabulations and in the published report and interviewees had been guaranteed anonymity. Files include a preliminary report and a copy of the published final report, titled ALA Chapter Relationships-National, Regional, and State.

Minutes and meeting material, 1922-1977,

Minutes summarize discussion and action taken at meetings of the executive board, general membership, and other groups of the Southwestern Library Association. Records are minutes, a constitution, resolutions, programs, reports, correspondence, rosters, speeches and clippings of the Southwestern Library Association, dating 1922-1977. Some of the earliest minutes from 1922 to 1934, including a meeting scrapbook, had been placed in three-ring binders with related materials, including a constitution, resolutions, financial reports, committee reports, programs, clippings, speeches and correspondence. Later minutes include committee reports, treasurer's reports, membership reports, and executive board rosters. Minutes are of general business meetings, executive board meetings, and meetings of other groups within SWLA including the SLICE Council (Southwestern Libraries Interstate Cooperative Endeavor), CELS Advisory Group (Continuing Education for Library Staff), and various committees. The general business meetings were part of the association's conferences held every two years. The executive board met during the biennial conferences as well as at American Library Association meetings. Conferences were not held in 1942 and 1944 due to World War II. Most of the minutes in this series were sent directly to the Texas State Library and Archives Commission or its predecessor at some point after the meetings. Minutes and materials from 1924 to 1934 were removed from binders, but remain in the order received. See the series Executive director's files for additional meeting minutes through 1983.

Papers and proceedings, 1923-1972,

Papers and proceedings document presentations and activities at the Southwestern Library Association biennial meetings. Records are speeches and papers, both typescript and printed, presented at sessions; executive board, general business and committee meeting minutes; and rosters of officers, committees, and exhibitors, dating 1923-1972. Some of the typescript papers and proceedings were gathered in preparation for publication and include notes intended for the printer. The papers and proceedings were first printed in 1934 and were not printed after 1972. Printed proceedings for 1938 and 1940 are missing from these records, although the Library Science Collection of the Texas State Library and Archives Commission has the printed papers and proceedings for 1940. There are no papers and proceedings for 1942 and 1944 since meetings were not held due to World War II.

Records include newsletters, conference programs, clippings, a banquet menu and a program of the Southwestern Library Association, dating 1920-1982. Conference programs detail the activities of the association at its biennial meetings. Programs of the Texas Library Association, 1920-1922, list meetings that led to the creation of SWLA. The newsletters, dating from May 1952 to 1983, provide information about SWLA projects and meetings and news from member states. Conference objectives, programs, membership brochures, and report, 1921-1924, 1946, from libraries and other organizations may have served as background information for planning by SWLA officers.
