Types of records include correspondence and memoranda, meetings files (with agenda, minutes, summaries, testimony, and other meetings materials); subject files (containing reports, publications, mailing lists, legislation, organization charts, budget documents, press releases, maps, charts and tables, curriculum material, surveys and questionnaires, computer printouts, coding lists and other forms of computer documentation, forms, notes, etc., as well as correspondence and some meetings materials); and subcommittee, committee, and workgroup files (containing most of the previous types of materials). The records date 1974-1988, bulk 1984-1986.

Agency History

In February 1984, Speaker of the Texas House of Representatives Gib Lewis appointed the 52-member Legislative Task Force on Cancer in Texas (LTFCT). During the first seven months of activity (Phase I), the Task Force was organized into an Executive Committee and six regional committees; it held public hearings around the state which compiled information and received recommendations, and developed a short-term plan to meet immediate needs to lessen the burden of cancer in Texas. In November 1984, the Task Force entered Phase II, to develop a long-range plan for cancer. It reorganized into the Executive Committee, five major functional committees, and six technical workgroups. The Physician Education and Nurse Education Workgroups emerged from the Professional Education Committee; the Public Education Workgroup from the Public Education Committee; the Clinical Investigation Workgroup from the Cancer Study Committee; and the Community Cancer Care and Oncology Workgroups from the Resources and Services Committee. This last Oncology Workgroup was composed of eight anatomical site-specific subgroups to develop optimal cancer care guidelines for breast, colorectal, gynecologic, head and neck, hematologic, lung, pediatric, and urologic cancers. Each of the workgroups established a workplan, reviewed literature, conducted inventories and surveys, compiled and analyzed data, and made recommendations. A total of 355 volunteers ultimately participated in the work of the Task Force. Workgroups presented their final reports and recommendations in June 1986, and the final report of the Task Force was published November 1986.

Effective September 1, 1985, the Texas Legislature created the 16-member Texas Cancer Council, administratively attached to the Texas Department of Health (Senate Bill 53, 69th Texas Legislature, Regular Session). The mandate of the Council was to work with the Legislative Task Force on Cancer in Texas to implement, monitor and update the Texas Cancer Plan; to promote the coordination of effective and efficient statewide public and private policies, programs, and services for persons with cancer; and to encourage cooperative planning among the public, private, and volunteer sectors in cancer research, prevention, and treatment. The Speaker of the House named James D. Dannenbaum (already Chairman of the Legislative Task Force) as Chairman of the Council. As Secretary, the Council named Dr. Joseph T. Painter, (Staff Director of the Legislative Task Force and Vice-President of the University of Texas System Cancer Center). Half of the members of the Council were appointed by the Speaker of the House, the other half by the Lieutenant Governor. Members included one state representative, one state senator, the chairman of the Texas Board of Human Services, the chairman of the Texas Board of Health, four physicians active in the treatment of cancer, two representatives of voluntary health organizations interested in cancer, two representatives of a public or private hospital involved in cancer treatment, and four members of the general public.

These records document that function. Types of records are correspondence and memoranda (including reading files of outgoing correspondence); meetings files (with agenda, minutes, summaries, testimony, and other meetings materials); subject files (containing reports, publications, mailing lists, legislation, organization charts, budget documents, press releases, maps, charts and tables, curriculum material, surveys and questionnaires, computer printouts, coding lists and other forms of computer documentation, forms, notes, etc., as well as correspondence and some meetings materials); and subcommittee, committee, and workgroup files (containing most of the previous types of materials). The records date 1974-1988, bulk 1984-1986.

The subjects covered by these records include the detection, prevention, and treatment of cancer; cancer education (both professional and public); the impact of cancer on citizens; cancer statistics; and government policies towards cancer (regionally in Texas and also throughout the United States--both state policies and federal policies). Correspondents include members of the Legislative Task Force on Cancer in Texas, LTFCT staff members, presenters of reports at Task Force meetings, other government officials and personnel, organizations concerned with the various aspects of cancer, and interested parties.

The researcher should be aware that the records were received in a generally disorganized state, and that the arrangement may involve misfiles. To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

Because of the possibility that portions of these records fall under Public Information Act exceptions including, but not limited to: social security numbers (V.T.C.A., Government Code, Section 552.147); home addresses, phone numbers, social security numbers, and personal family information of government employees and officials (V.T.C.A., Government Code, Section 552.117); and privacy (V.T.C.A., Government Code, Section 552.101) an archivist must review these records before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (V.T.C.A., Government Code, Chapter 552). The researcher may request an interview with an archivist or submit a request by mail (Texas State Library and Archives Commission, P. O. Include enough description and detail about the information requested to enable the archivist to accurately identify and locate the information. If our review reveals information that may be excepted by the Public Information Act, we are obligated to seek an open records decision from the Attorney General on whether the records can be released. The Public Information Act allows the Archives ten working days after receiving a request to make this determination. The Attorney General has 45 working days to render a decision. Alternately, the Archives can inform you of the nature of the potentially excepted information and if you agree, that information can be redacted or removed and you can access the remainder of the records.

Materials do not circulate, but may be used in the State Archives search room. Materials will be retrieved from and returned to storage areas by staff members.

Restrictions on Use

Most records created by Texas state agencies are not copyrighted and may be freely used in any way. State records also include materials received by, not created by, state agencies. Copyright remains with the creator. The researcher is responsible for complying with U.S. Copyright Law (Title 17 U.S.C.).

The Legislative Task Force on Cancer in Texas was created to develop a Texas Cancer Plan, involving both a short-term plan (Phase I) and ultimately a long-range plan (Phase II), to lessen the burden of cancer in Texas. This series consists of reading copies of outgoing letters and memoranda, with some of the attachments (especially mailing lists), produced by the Legislative Task Force on Cancer in Texas between February 1984 and September 1987. Most were on Task Force letterhead, with an occasional item on the letterheads of the University of Texas System Cancer Center and the Texas Cancer Council. The majority of this material was signed either by Joseph T. Painter, M.D. (Staff Director), or by James D. Dannenbaum (Chairman of the Task Force), but additional items bear the signatures of Assistant Staff Director Owen McCrory, Administrative Director Jeanette Brooks, or various Staff Assistants. The correspondence was addressed to members of the Task Force, presenters, and other interested parties.

The Legislative Task Force on Cancer in Texas was created to develop a Texas Cancer Plan, involving both a short-term plan (Phase I) and ultimately a long-range plan (Phase II), to lessen the burden of cancer in Texas. This series consists of files documenting the following types of meetings of the Legislative Task Force on Cancer in Texas (1984-1986): full Task Force meetings, Executive Committee meetings, Statewide Public Hearings, staff meetings, meetings with Chairman of the Legislative Task Force James (Jim) D. Dannenbaum, general workgroup meetings, briefings with Speaker of the House Gib Lewis, and the final presentation to Speaker Lewis. Also represented are meetings of the Texas Cancer Council (1985-1987). Meetings of specific committees and workgroups of the Legislative Task Force are found in other series described in the finding aid.
The types of documents contained in these meetings files include meeting schedules/timetables, agenda, minutes, meeting summaries, records of attendance and/or absence, charges, lists of topics, presentations, statements, testimony, correspondence, membership/mailing lists, organization charts, maps, legislative summaries, reports, recommendations, etc. Overall dates are 1984-1987.

Regional subcommittee files, 1979-1987,

The Legislative Task Force on Cancer in Texas was created to develop a Texas Cancer Plan, involving both a short-term plan (Phase I) and ultimately a long-range plan (Phase II), to lessen the burden of cancer in Texas. This series consists of administrative files of each of the six regional subcommittees which functioned during Phase I of the work of the Legislative Task Force on Cancer in Texas. These subcommittee were the Central, Gulf Coast, North Central, Northeast, Valley, and West Texas Regional Subcommittees. Types of documents contained in these files include regional subcommittee membership lists, members' profiles (including resumes), subcommittee charges, correspondence (incoming and outgoing), hearing notices, agenda, minutes, summaries of meetings/hearings, witness registration forms, presentations, written testimony, transcripts, reports, summaries of recommendations, notes, forms, maps, etc. Of particular interest are surveys analyzing current resources (active programs, facilities, and manpower), gaps in resources and programs, recommendations, and intermediate-term plans of action for about 18 topics. Overall dates are 1979-1987.
During Phase II of the Legislative Task Force's existence, the Valley Cancer Care Workgroup (or more accurately, sub-workgroup) operated as a unique entity under the Community Cancer Care Workgroup. Those Phase II materials are here included with Phase I materials of the Valley Regional Subcommittee.

The Legislative Task Force on Cancer in Texas was created to develop a Texas Cancer Plan, involving both a short-term plan (Phase I) and ultimately a long-range plan (Phase II), to lessen the burden of cancer in Texas. This series consists of administrative files of each of the five functional committees, and especially of their component workgroups and subgroups, which accomplished the work of Phase II of the Legislative Task Force on Cancer in Texas.
