The Texas Workforce Investment
Council (established in 1993 as the Council on Workforce and Economic
Competitiveness and renamed in 2003) assists the governor and the legislature with
strategic planning for and evaluation of the Texas workforce system. Records of the
council consist of meeting files of the council and its committees, administrative
correspondence, and a small quantity of other records, 1993-2012. Correspondence and
meeting supporting documentation for the Texas Skill Standards Board is also
included, reflecting the engagement of the council's director and deputy director as
staff support provided by the council to that board.

render a decision. Alternately, the Archives can inform you of the nature of the
potentially excepted information and if you agree, that information can be redacted
or removed and you can access the remainder of the records.

Agency History
The Texas Workforce Investment Council (established in 1993 as the Texas Council on
Workforce and Economic Competitiveness and renamed in 2003) assists the governor and
the legislature with strategic planning for and evaluation of the Texas workforce
system. In fulfilling this responsibility, the council promotes the development of a
well-educated, highly skilled workforce for Texas, and advocates for the development
of an integrated workforce development system that provides quality services. The
council also serves as the State Workforce Investment Board under the federal
Workforce Investment Act of 1998.
The council has four primary functions in the workforce system: strategic planning,
evaluation, research, and review of state and local workforce plans and reports to
ensure alignment with statewide goals and objectives.
The Texas Workforce Development System includes the following state agencies:
- Economic Development and Tourism, Office of the Governor
- Texas Department of Criminal Justice
- Texas Education Agency
- Texas Health and Human Services Commission
- Texas Higher Education Coordinating Board
- Texas Veterans Commission
- Texas Workforce Commission
- Texas Youth Commission
In 1993 the functions of the Apprenticeship and Training Advisory Committee, the
State Job Training Coordinating Council, the Texas Literacy Council, and the
Technical Advisory Committee of the State Occupational Information Coordinating
Council were transferred to the Council on Workforce and Economic Competitiveness
upon its creation. The council functioned as an independent agency until 1995 when
it was administratively attached to the Office of the Governor (House Bill 1863,
74th Texas Legislature).
The director and deputy director of the Texas Workforce Investment Council provides
staff support to the Texas Skill Standards Board, which develops a statewide system
of industry-defined and industry-recognized skill standards for all major skilled,
sub-baccalaureate occupations that provide strong employment and earnings
opportunities.

Meeting files, 1993-2012,

The Texas Workforce Investment Council assists the governor and the
legislature with strategic planning for and evaluation of the Texas
workforce system. Meeting files of the council and its predecessor, the
Council on Workforce and Economic Competitiveness, include agenda, minutes,
and supplementary documentation such as sign-in sheets and presentation
materials, 1993-2012. These minutes were created to document in a thorough
but summary fashion the actions of the council and its committees at their
meetings. Committees represented with supplementary documentation are the
Workforce Investment Council Executive Committee, Apprenticeship and
Training Advisory Committee, and System Integration Technology Advisory
Committee. Meeting supporting documentation for the Texas Skill Standards
Board is also included, reflecting the engagement of the council's director
and deputy director as staff support provided by the council to that
board.
