Agency History

The Texas Commission on Standards for the Teaching Profession was created in 1979 (Senate Bill 903, 66th Texas Legislature, Regular Session), to develop standards for programs in teacher education, and to conduct studies--and report these findings to the Texas State Board of Education--on classes of teacher certification, the duration of the teaching certificate, and minimum competence testing for teachers. It was abolished in 1993 (House Bill 2585, 73rd Texas Legislature, Regular Session).

The Commission on Standards for the Teaching Profession had replaced the Texas State Board of Examiners for Teacher Education, which had been created in 1953 (House Bill 145, 53rd Texas Legislature, Regular Session) and reconstituted in 1964 as an advisory group to the State Board of Education on programs of teacher certification and teacher preparation and established standards for approving colleges which offer programs in teacher education. The Texas State Board of Examiners for Teacher Education had replaced the Texas State Board of Examiners, created in 1893 (23rd Legislature, Substitute House Bill Nos. 30, 115, et. al.) to direct the examinations for teacher certification.

The Texas Commission on Standards for the Teaching Profession was appointed by the Texas State Board of Education, and consisted of teachers, school administrators, and representatives of higher education in Texas. The number of members was not established by the enabling legislation, but consisted of between 16 members (in 1982) and 19 members (in 1988).

Scope and Contents of the Records

The Texas Commission on Standards for the Teaching Profession was created to develop standards for programs in teacher education. That function is documented by these records, which consist of minutes and agenda/agenda packets, with supporting documents (interim reports on colleges and universities, schedules for the annual visitations of colleges and universities, conference programs, proposed rules and regulations, proposed programs, proposed curricula, correspondence and memoranda, organizational charts, etc.), of meetings of the Texas Commission on Standards for the Teaching Profession, dating 1981-1993. Typical minutes and/or agenda packets contain information items (such as State Board of Education actions on commission recommendations), college/university reports on individual programs, and committee reports. The committees included the Executive Committee, the Committee on Membership, the Committee on Standards and Procedures for Institutional Approval, the Committee on Certification Programs and Requirements, the Interim Reports Committee, the Committee on Recruiting and Training Members of Visiting Teams, and the Teacher Education Conference Planning Committee. Minutes between May 1990 and January 1993 are usually without agenda or supporting documents.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

Arrangement of the Records

These records are arranged by State Archives staff chronologically. Between February 1982 and March 1990, the minutes of each meeting are filed following the agenda of the next meeting (thus, the March 1982 agenda packet contains the minutes of the February 1982 meeting, etc.).

Materials do not circulate, but may be used in the State Archives search room (Room 100). Materials will be retrieved from and returned to storage areas by staff members.
