		<head>Agency History</head> 
		<p>The Texas State Board of Veterinary Medical Examiners was created in
		  1911 (House Bill 62, 32nd Texas Legislature, Regular Session) to ensure that
		  Texas citizens have adequate veterinary services for their livestock and other
		  animals. The board administers licensing exams, issues licenses for the
		  practice of veterinary medicine, and regulates the profession by enforcing the
		  Veterinary Licensing Act and the board's rules of professional conduct. </p> 
		<p>The original Texas State Board of Veterinary Medical Examiners
		  consisted of seven qualified veterinarians appointed by the governor for
		  two-year terms; none of the members could be a stockholder or faculty member of
		  a college of veterinary medicine. In 1953 (House Bill 325, 53rd Texas
		  Legislature, Regular Session) the number of veterinarians on the board was
		  reduced to six, to serve for staggered six-year terms. Sometime between 1967
		  and 1987, the number of veterinarians on the board was raised to seven, and two
		  members of the general public were added, for a total membership of nine. In
		  1987 (Senate Bill 1497, 70th Texas Legislature, Regular Session) the membership
		  was amended to reduce by one the number of veterinarians, and to increase by
		  one the number of public members. </p> 
		<p>The Texas State Board of Veterinary Medical Examiners consists of nine
		  members appointed by the governor with the advice and consent of the senate,
		  for staggered six-year terms: six members must be veterinarians (not more than
		  one of which is a faculty member of a college of veterinary medicine), and
		  three represent the general public. The governor selects the chair, and the
		  board hires an executive director. </p>

		<p>The Texas State Board of Veterinary Medical Examiners administers
		  licensing exams, issues licenses for the practice of veterinary medicine, and
		  regulates the profession by enforcing the Veterinary Licensing Act and the
		  board's rules of professional conduct. These functions are documented by these
		  records, consisting of minutes of meetings of the Texas State Board of
		  Veterinary Medical Examiners, dating 1985, 1987-2000, and 2002-2006. The
		  minutes describe, in a thorough yet summary form, the discussions and actions
		  of the board, including the following: docketed cases, approval of candidates
		  completing exams to practice veterinary medicine in the State of Texas, lists
		  of candidates refused a license, lists of individuals approved for special
		  licensure, citizen comments, continuing education agreed orders, agreed orders,
		  requests of license transfer, petitions for waiver, proposed rules, adopted
		  rules, legislative appropriation requests (LARs), operating budgets, strategic
		  plans, legislation, executive director's reports, and committee reports. There
		  are few supporting documents as such, although the full texts of all proposed
		  and adopted rules are included. </p> 
		<p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>
