The Texas Commission
on Human Rights of the Texas Workforce Commission investigates and resolves
complaints of employment and housing discrimination, and may file civil suits
in the state courts; it also provides technical assistance and training on
human rights laws. These functions are documented in these records, which
include minutes, agenda, transcripts, reports, brochures, correspondence,
memoranda, budget documents, press releases, and rules, dating 1983-2009. They
comprise the meeting files of the Texas Commission on Human Rights, 1983-2003,
and of the Human Rights Commission of the Civil Rights Division of the Texas
Workforce Commission, 2004-2009; and miscellaneous other records (brochures,
correspondence, memorandum, press release, and rules), 1983-1993. |

The Texas Commission on Human Rights was created in 1983 (House Bill
14, 68th Texas Legislature, 1st Called Session), to protect the public against
employment discrimination based on race, color, national origin, sex, religion,
age, or disability. In 1989 (Senate Bill 75, 71st Texas Legislature, Regular
Session) the Texas Fair Housing Act added protection against housing
discrimination to the commission's powers and duties. In 2003 the commission
was abolished as an independent agency, and its functions were transferred to
the Texas Workforce Commission, Civil Rights Division (House Bill 2933, 78th
Texas Legislature, Regular Session), effective March 2004. The commission
investigates and resolves complaints of either kind of discrimination, and may
file civil suits in the state courts. It also provides technical assistance and
training on human rights laws.
The original commission was composed of six members appointed by the
governor with the advice and consent of the state senate, for overlapping
six-year terms. One member represented industry, one member represented labor,
and four members represented the general public. Beginning 2004, the number of
members of the newly designated Human Rights Commission (of the Civil Rights
Division of the Texas Workforce Commission) was raised to seven by the addition
of one public member.

supporting documentation (with memoranda, correspondence, administrative
reports from the executive director, committee reports, legislative
appropriation requests and budgets, performance and funds management reports,
conference agenda, newletters, news clippings, etc.) dating 1983-1995 and
1998-2003; and transcripts and agenda dating 2004-2009.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.

Restrictions on Access
Materials do not circulate, but may be used in the State Archives
search room. Materials will be retrieved from and returned to storage areas by
staff members.

The Texas Workforce Commission transfers transcripts and agenda of the
Human Rights Commission to the Texas State Archives on a regular basis.
The Texas Workforce Commission has mounted recent Texas Commission on
Human Rights agenda and minutes (in PDF format) on the agency web site
(http://www.twc.state.tx.us/crd/cmm.html). As of
May 2009, these include minutes from April 2007 onward.
The record copies of minutes, agenda, and transcripts are maintained by
the Civil Rights Division of the Texas Workforce Commission.
