		  services by Texas state agencies. It was preceded by the Texas Automated
		  Information Systems Advisory Council (AISAC), 1981-1985; and the Texas
		  Automated Information and Telecommunications Council (AITC), 1985-1989, neither
		  of which had the power to monitor and enforce compliance with state-mandated
		  information resources policies and goals. These records document the official
		  actions of the advisory councils and of the board at their meetings. Board
		  meeting books (or briefing books) are created to provide the basis for board
		  discussions and actions. These records include copies of minutes, agenda, roll
		  calls, registration forms, attachments (such as reports, rules, legislation,
		  strategic plans, interagency agreements), and other meeting materials,
		  1981-2007, bulk 1989-2007. Also included are meeting files for the Quality
		  Assurance Team of the Texas Department of Information Resources, 1993-1999; for
		  the Geographic Information Systems (GIS) Planning Council and its committees
		  and affiliates, 1990-1997; for the TexasOnline Authority, 2001-2005; and for

		<head>Agency History</head> 
		<p>The Texas Automated Information Systems Advisory Council (AISAC) was
		  created in 1981 (House Bill 1463, 67th Texas Legislature, Regular Session), to
		  adopt guidelines to aid state governmental bodies in making economical and
		  efficient use of automated information systems, the computers on which they
		  were automated, and related services. This advisory council was composed of
		  seven members, serving overlapping two-year terms. Two were appointed by the
		  speaker of the House of Representatives, including (1) a member or employee of
		  the house or of a legislative agency, and (2) a person employed by a private
		  corporation as the manager of an automated information system. Two were
		  appointed by the lieutenant governor, including (3) a member or employee of the
		  senate or of a legislative agency, and (4) a person employed by private
		  industry as the manager of a large mainframe computer. Three were appointed by
		  the governor, including (5) a person knowledgeable in the management of
		  automated information systems and the computers on which they are automated,
		  (6) an employee of a state-supported institution of higher education
		  knowledgeable in the management of automated information systems, and (7) an
		  employee of a state governmental body (other than an institution of higher
		  education) knowledgeable in the management of automated information
		  systems.</p> 
		<p>This advisory council was replaced in 1985 by the Texas Automated
		  Information and Telecommunications Council (AITC) (House Bill 2375, 69th Texas
		  Legislature, Regular Session), with the following additional duties: to conduct
		  a management audit of each state governmental body in the use of
		  telecommunication devices, systems, and services, and in the use of automated
		  information systems, the computers on which they are automated, and related
		  services; to serve as a central clearinghouse of software; and to prepare a
		  long-range telecommunications plan. The new council was composed of nine
		  members, adding the following two to the previous seven: (8) one appointed by
		  the speaker, and (9) one appointed by the lieutenant governor, both of them
		  state employees knowledgeable in the management of automated information
		  systems or telecommunications systems.</p> 
		<p>The Texas Department of Information Resources (DIR) was created in
		  1989 (House Bill 2736, 71st Texas Legislature, Regular Session) to coordinate
		  and direct the use of automated information and telecommunications devices,
		  systems, or services by Texas state agencies. It replaced both the AITC and the
		  Automated Interagency Services Division of the State Purchasing and General
		  Services Commission. The major difference between the DIR and either of its
		  predecessor councils is its ability to monitor and enforce compliance with
		  state-mandated information resources policies and goals. Specific duties
		  assigned to the department include: collecting data from state agencies
		  regarding use and costs of information resources technologies; monitoring
		  national and international standards for information resources technologies;
		  establishing policies, procedures, and standards relating to information
		  resources management by state agencies; providing technical assistance to all
		  levels of government; testing various available technologies; providing for all
		  interagency use of information resources technology by state agencies (except
		  for telecommunications services provided by the General Services Commission
		  until September 2001); and operating a computer services facility for state
		  agencies. When the Building and Procurement Commission began operating in
		  September 2001, the Texas Department of Information Resources assumed the
		  telecommunications functions formerly performed by the General Services
		  Commission.</p> 
		<p>Between 1989 and 1997, the policy-making body of the Texas Department
		  of Information Resources was a nine-member board, appointed by the governor
		  with advice and consent of the senate for overlapping six-year terms. Three of
		  the members came from a list submitted by the speaker of the house, and had to
		  include at least one state representative (ex-officio, but voting); another
		  three came from a list submitted by the lieutenant governor, and had to include
		  at least one state senator (ex-officio, but voting); one member had to be
		  employed by an institution of higher learning. The governor named the
		  chair.</p> 
		<p>In 1997 (Senate Bill 365, 75th Texas Legislature, Regular Session),
		  the number of voting members on the board was reduced to six, still appointed
		  by the governor, and still including one employee of an institution of higher
		  education. In addition, three ex-officio, non-voting members were added, from
		  two groups which serve for two years each on a rotating basis, neither group
		  serving at the same time as the other: the first group is composed of the
		  executive director of the Texas Workers' Compensation Commission, the
		  commissioner of Health and Human Services, and the executive director of the
		  Texas Department of Transportation; the second group is composed of the Texas
		  commissioner of Education, the executive director of the Texas Department of
		  Criminal Justice, and the executive director of the Texas Department of Parks
		  and Wildlife. </p> 
		<p>The number of voting members was increased to seven in 2003 (Senate
		  Bill 287, 78th Texas Legislature, Regular Session) in response to a
		  constitutional amendment affecting all state agencies with boards containing an
		  even number of members.</p>

		<p>AISAC minutes contain summaries of business discussed at each meeting
		  (especially procurement proposals), and frequently have attached to them
		  monthly status reports for the advisory council. AITC minutes are very similar.

		<p>The DIR board meeting books contain agenda and minutes, roll calls and
		  registration forms (with name, organization, address, and phone number of all
		  persons attending the meetings), plus attachments or meeting materials which
		  are provided to board members prior to each meeting. The minutes originally
		  included in each of the meeting books were those of the previous meeting or
		  meetings, for board approval; but for the purposes of these files, the minutes
		  have been refiled, to correspond to the date of the meeting book itself
		  (although there may also be extra copies of previous minutes). The minutes
		  summarize the business of the board, and the attachments contain the full
		  documents which are being discussed or acted upon by the board, including the
		  following kinds of things: the executive director's report (including division
		  reports and financial reports); the text of rules proposed and adopted, with
		  comments; the text of proposed or pending legislation, with analysis; strategic
		  plans; business plans; initial operating plans; annual reports; interagency
		  agreements; internal audit reports; output and efficiency measures reports;
		  etc.</p> 
		<p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>

				the computers on which they were automated, and related services, plus
				additional duties. These records document the official actions of the advisory
				council and its committees at their meetings. These records consist of copies
				of minutes for meetings of the AITC, dating September 1985-August 1989. AITC
				minutes contain summaries of business discussed at each meeting (especially
				procurement proposals), and frequently have attached to them monthly status
				reports for the advisory council. Also included are minutes of the
				Telecommunications Steering Committee, November 1987-October 1988, and of the
				Statewide Issues Steering Committee, April 1989.</p>

			 <p>The Texas Automated Information and Telecommunications Council

			 <p>The Texas Department of Information Resources (DIR) was created in
				1989 to coordinate and direct the use of automated information and
				telecommunications devices, systems, or services by Texas state agencies. These
				records document the official actions of the board at its meetings; board
				meeting books (or briefing books) are created to provide the basis for board
				discussions and actions. These records consist of copies of board meeting books
				(sometimes called briefing books) for the Texas Department of Information
				Resources board meetings dating September 1989-October 2007. The DIR board
				meeting books contain agenda and minutes, roll calls and registration forms
				(with name, organization, address, and phone number of all persons attending
				the meetings), plus attachments or meeting materials which are provided to
				board members prior to each meeting. The minutes originally included in each of
				the meeting books were those of the previous meeting or meetings, for board
				approval; but for the purposes of these files, the minutes have been refiled,
				to correspond to the date of the meeting book itself (although there may also
				be extra copies of previous minutes). The minutes summarize the business of the
				board, and the attachments contain the full documents which are being discussed
				or acted upon by the board, including the following kinds of things: the
				executive director's report (including division reports and financial reports);
				the text of rules proposed and adopted, with comments; the text of proposed or
				pending legislation, with analysis; strategic plans; business plans; initial
				operating plans; annual reports; interagency agreements; internal audit
				reports; output and efficiency measures reports; etc.</p>

			 <head> <emph render="bold">Historical Sketch</emph> </head> 
			 <p>The Texas Department of Information Resources (DIR) was created in
				1989 (House Bill 2736, 71st Texas Legislature, Regular Session) to coordinate
				and direct the use of automated information and telecommunications devices,
				systems, or services by Texas state agencies. It replaced both the AITC and the
				Automated Interagency Services Division of the State Purchasing and General
				Services Commission. The major difference between the DIR and either of its
				predecessor councils is its ability to monitor and enforce compliance with
				state-mandated information resources policies and goals. Specific duties
				assigned to the department include: collecting data from state agencies
				regarding use and costs of information resources technologies; monitoring
				national and international standards for information resources technologies;
				establishing policies, procedures, and standards relating to information
				resources management by state agencies; providing technical assistance to all
				levels of government; testing various available technologies; providing for all
				interagency use of information resources technology by state agencies (except
				for telecommunications services provided by the General Services Commission
				until September 2001); and operating a computer services facility for state
				agencies. When the Building and Procurement Commission began operating in
				September 2001, the Texas Department of Information Resources assumed the
				telecommunications functions formerly performed by the General Services
				Commission.</p> 
			 <p>Between 1989 and 1997, the policy-making body of the Texas
				Department of Information Resources was a nine-member board, appointed by the
				governor with advice and consent of the senate for overlapping six-year terms.
				Three of the members came from a list submitted by the speaker of the house,
				and had to include at least one state representative (ex-officio, but voting);
				another three came from a list submitted by the lieutenant governor, and had to
				include at least one state senator (ex-officio, but voting); one member had to
				be employed by an institution of higher learning. The governor named the
				chair.</p> 
			 <p>In 1997 (Senate Bill 365, 75th Texas Legislature, Regular
				Session), the number of voting members on the board was reduced to six, still
				appointed by the governor, and still including one employee of an institution
				of higher education. In addition, three ex-officio, non-voting members were
				added, from two groups which serve for two years each on a rotating basis,
				neither group serving at the same time as the other: the first group is
				composed of the executive director of the Texas Workers' Compensation
				Commission, the commissioner of Health and Human Services, and the executive
				director of the Texas Department of Transportation; the second group is
				composed of the Texas commissioner of Education, the executive director of the
				Texas Department of Criminal Justice, and the executive director of the Texas
				Department of Parks and Wildlife. </p> 
			 <p>The number of voting members was increased to seven in 2003
				(Senate Bill 287, 78th Texas Legislature, Regular Session) in response to a
				constitutional amendment affecting all state agencies with boards containing an
				even number of members.</p>

			 <p>The Risk Analysis/Quality Assurance Committee of the Texas
				Department of Information Resources was created in 1993, in response to the
				addition of a requirement for quality assurance review for major information
				resource projects. It soon began to be called the Risk Assessment/Quality
				Assurance Committee, and finally (beginning January 1994) the Quality Assurance
				Team. These records document the work of the team. They include agenda,
				minutes, notes of meetings, quality assurance project logs, reviews of initial
				project risk analysis questionnaires, project information reports,
				correspondence, and other documentation, dating August 1993-August 1999. The
				file dating August-October 1993 is labeled <emph render="doublequote">Agency
				consultation meetings,</emph> covering the period when the team was called the
				Risk Assessment/Quality Assurance Committee, or the Risk Analysis and Quality
				Assurance Committee. The file dating September 1993-January 1994 is labeled

				resource projects (Senate Bill 381, 73rd Legislature, Regular Session). It soon
				began to be called the Risk Assessment/Quality Assurance Committee, and finally
				(beginning January 1994) the Quality Assurance Team (QAT).</p> 
			 <p>The Quality Assurance Team is composed of representatives from the
				Department of Information Resources, from the Office of the State Auditor, and
				(except for a period dating 2001-2003) from the Legislative Budget Board. The
				Team is responsible for establishing rules and guidelines to govern the quality
				assurance process and the review of major information resource projects.</p> 
			 <p>On September 1, 1999, the function of leading the Quality
				Assurance Team (along with the oversite function for information technology
				planning) was transferred from the Department of Information Resources to the
				Texas Legislative Budget Board. Since then meetings have been scheduled either
				by the Legislative Budget Board, or (2001-2003) by the State Auditor's
				Office.</p>

			 <p>The Geographic Information Systems (GIS) Planning Council was
				chartered by the Texas Department of Information Resources in October 1991, as
				a model for consensus-based strategic information resources planning. An
				Executive Order in 1992 further charged the Council with the development of a
				strategic business plan, standards for resource sharing, and public sector
				partnerships in the implementation of this emerging technology. These meeting
				files document the work of the council and its committees in encouraging and
				coordinating the acquisition and use of geographic information and technology
				among state entities and other interested parties. These records include
				minutes, agenda, and supporting documents (such as reports, memoranda,
				correspondence, membership lists, executive orders, fax transmittal forms,
				etc.). They comprise the meeting files of the Texas Geographic Information
				Systems (GIS) Advisory Committee (1990-1991) and its successor the GIS Planning
				Council, its committees and affiliates, dating 1990-1997. These committees
				include the following: Data Standards Subcommittee/Standards Committee, Legal
				Issues Committee, State Agency Coordinating Committee, Managers Committee,
				Legislative Strategy Subcommittee/Legislative Strategy Coordinating Committee,
				GIS Team, Texas Mapping Advisory Committee, Data Acquisition Committee,
				Regional Coordination Committee, Texas Wetland Information Network Interagency
				Steering Committee, Texas-Mexico Border Region Committee, (U.S. Census) TIGER
				Update Committee, TNRIS/GISPC (Texas Natural Resources Information System/GIS
				Planning Council) Task Force Alignment Working Group, and TNRIS/GISPC Blue
				Ribbon Transition Committee. Some of these committees met only once or twice

			 <head>Historical Sketch</head> 
			 <p>The Geographic Information Systems (GIS) Planning Council was
				chartered by the Texas Department of Information Resources in October 1991, as

				state agencies (appointed for two year terms by the Executive Directors of each

				Land Office, Comptroller of Public Accounts, Water Commission, Railroad
				Commission, Parks and Wildlife Commission, Natural Resources Information
				System, Department of Transportation, Bureau of Economic Geology (University of
				Texas at Austin), General Services Commission, Legislative Council, Lieutenant
				Governor's Office, Office of Attorney General, Office of Court Administration,
				Office of Secretary of State, Public Utility Commission, Texas A&amp;M
				University, Department of Commerce, Department of Criminal Justice, Department
				of Human Services, Education Agency, Historical Commission, Health and Human
				Services Commission, Natural Resource Conservation Commission, Rehabilitation
				Commission, State Soil and Water Conservation Board, and Water Development
				Board. Non-voting memberships included the regional and private sectors (Texas
				Mapping Advisory Committee, Texas Association of Regional Councils, and Texas
				Association of Appraisal Districts), and the federal sector (U.S. Geological
				Survey's National Mapping Division).</p> 
			 <p>In 1997, the 75th Texas Legislature created the Texas Geographic
				Information Council to replace the GIS Planning Council. It provides strategic
				planning and coordination in the acquisition and use of geographic information
				and technology among state entities. It is made up of representatives from 42
				state agencies and statewide associations, and serves as an advisory unit for
				the directors of the Texas Water Development Board and the Texas Department of
				Information Resources. </p>

			 <p>The Texas Legislature created the TexasOnline Authority in 2001,
				to coordinate the growth of electronic government services in Texas. The
				Department of Information Resources provided the chairperson for the Authority,
				and continues to contribute to the TexasOnline project even though the
				Authority was abolished in 2005. These records document the work of the
				15-member Authority and its committees. The records include minutes, agenda,
				and supporting documents (executive summaries for the budget, monthly financial
				reports, status reports, draft rules and regulations, opportunity proposals,
				etc). Smaller files within the meeting books contain agenda, minutes, and
				supporting documentation for meetings of the Technology Subcommittee and
				Finance Subcommittee. The meeting books date January 2002-April 2005, although
				the first meeting book also contains minutes from the e-Government Task Force
				and Strategic Issues Subcommittee meetings of October 2001; so overall date
				coverage is 2001-2005. </p>

			 <head>Historical Sketch</head> 
			 <p>In 2001, the Texas Legislature created the TexasOnline Authority
				(Senate Bill 187, 77th Texas Legislature, Regular Session), to coordinate the
				growth of electronic government services in Texas. The authority consisted of
				15 members, including three ex officio members (chosen by the comptroller, the
				state auditor, and the board of the Department of Information Resources (DIR));
				and 12 members appointed by the governor of Texas, as follows: three
				representing local governments; three representing businesses regulated by
				state or local government; two representing state agencies; one representing a
				university; and three representing the public. The representative of DIR was
				named the presiding officer of the TexasOnline Authority. The terms were for
				six years (overlapping), although the authority was abolished in 2005. </p> 
			 <p>According to the enabling legislation the powers and duties of the
				Texas Online Commission (as it was initially called) included the following: 
				<emph render="doublequote">develop policies related to operation of the
				project; consider applications to use the project; operate and promote the
				project; manage contract performance for the project; comply with department
				financial requirements; oversee money generated for the operation and expansion
				of the project; develop project pricing policies; evaluate participation in the
				project to determine if performance efficiencies or other benefits and
				opportunities are gained through project implementation; advise the department
				about the project; and coordinate with the department to receive periodic
				security audits of the operational facilities of the project.</emph></p> 
			 <p>In 2001, the Texas Legislature also created a TexasOnline grant
				program (Senate Bill 1458, 77th Texas Legislature, Regular Session), to fund
				start-up costs, design and maintenance of websites for local governments, thus
				allowing counties, municipalities, and school districts to provide electronic
				government services.</p> 
			 <p>The TexasOnline Authority was abolished in 2005 (House Bill 2048,
				79th Texas Legislature). However the Texas Department of Information Resources
				(originally through its TexasOnline Division, and now through its Service
				Delivery Division), continues to support the TexasOnline project in the
				following ways: by assisting agencies and local governments to bring their
				services to TexasOnline; by providing project/contract management of the
				public/private partnership for TexasOnline; and by researching and developing
				technology policies, standards, and procedures for TexasOnline.</p>

				Telecommunications Planning and Oversight Council) was created to plan and
				oversee the operations of a telecommunications network for state government.
				The meetings of the early years of this group are documented by these records,
				which include minutes and supporting documents (executive summaries, reports,
				and mailing lists), dating 1991-1992 and 1994. The different names used for
				this group include: Statewide Network Planning Committee, 1991; State Network
				Group, 1991; Statewide Telecommunications Executive Advisory Committee, 1992;
				and Statewide Telecommunications Planning Group (TPG), 1992 (a retreat) and
				1994 (a workshop). </p>

			 <p>In 1975, the Texas Legislature passed the Telecommunications
				Consolidation Act (Senate Bill 1073, 64th Texas Legislature, Regular Session).
				In 1991 this law was amended (Senate Bill 3, 72nd Texas Legislature, 1st Called
				Session) with the charge that the General Services Commission (GSC), the
				Department of Information Services (DIR), and the Comptroller 
				<emph render="doublequote">shall jointly develop functional requirements for a
				statewide system of telecommunications services for all state agencies.</emph>
				By 1992, these three agencies constituted what was then called the
				Telecommunications Planning Group (TPG), formally recognized in a
				recodification of the statute in 1997 (Senate Bill 365, 75th Texas Legislature,
				Regular Session), <emph render="doublequote">to plan and oversee the operations
				of a state telecommunications network that will effectively and efficiently
				meet the long-term requirements of state government for voice, video, and
				computer communications.</emph> </p> 
			 <p>In 2001 the responsibility of statewide telecommunications was
				transferred from GSC to DIR, and the Telecommunications Planning and Oversight
				Council (TPOC) was created (Senate Bill 311, 77th Texas Legislature, Regular
				Session). The TCOP is currently composed of 13 members, one representative from
				each of the following: the State Comptroller's Office (appointed by the
				comptroller), the Texas Building and Procurement Commission (appointed by the
				executive director), a large state agency (appointed by the lieutenant
				governor), a small state agency (appointed by the speaker of the house), an
				institution of higher education (appointed by the commissioner of higher
				education), the University of Texas System (appointed by the chancellor), the
				Texas A&amp;M University System (appointed by the chancellor), public education
				(K-12) (appointed by the governor), local government (appointed by the
				governor), the Health and Human Services Commission (appointed by the
				commissioner), the executive director of the Telecommunications Infrastructure
				Fund Board, and two members of the public with telecommunications expertise
				(appointed by the governor). TPOC is the group that oversees the State's
				telecommunications networks, including the Texas Agency Network (TEX-AN), DIR
				WAN, and the Capitol Complex Telephone System (CCTS). </p>
