In 1923 the 38th Texas Legislature passed the
<emph render="doublequote">Act to Define and Regulate the Practice of
Chiropody</emph> (House Bill 487). Under the terms of this law a five-member
Texas State Board of Chiropody Examiners was created to administer the
examinations and license those seeking to practice chiropody in Texas.
Membership of the Board consisted of three members of the Texas State Board of
Medical Examiners and two chiropodists appointed by the Board of Medical
Examiners. The secretary of the Board of Medical Examiners served as the
Chiropody Board's secretary. The Chiropody Practice Act, as amended in 1951,
defined a chiropodist as <emph render="doublequote">anyone who treats or offers
to treat any disease, physical injury or deformity or ailment of the human foot
by any system or method.</emph>

In 1939 (House Bill 195, 46th Legislature, Regular Session) the board
was made a separate, independent state agency, the Texas State Board of
Chiropody Examiners, composed of six reputable practicing chiropodists residing
in Texas who had been in practice for at least five years, and who could not be
faculty members of a chiropody or medical college, or have financial interests
in such an institution.

In 1967 the name was changed to Texas State Board of Podiatry
Examiners (Senate Bill 80, 60th Legislature, Regular Session), and in 1995 to
Texas State Board of Podiatric Medical Examiners (Senate Bill 673, 74th
Legislature, Regular Session). As of 1981 (House Bill 866, 67th Legislature,
Regular Session), the Board has been composed of six podiatric physicians and
three consumer members, each appointed by the Governor with the advice and
consent of the Senate for overlapping six-year terms. The board conducts exams
in podiatric medicine, issues and renews licenses, revokes licenses for due
cause, prosecutes persons who violate the act, collects license and renewal
fees, adopts rules and regulations governing the practice of podiatric
medicine, and registers podiatric medical personnel who administer X-rays.

Scope and Contents of the Records

The Texas State Board of Podiatric Medical Examiners conducts exams in
podiatric medicine, issues and renews licenses, revokes licenses for due cause,
prosecutes persons who violate the act, collects license and renewal fees, and
adopts rules and regulations governing the practice of podiatric medicine. All

of the board, dating 1923-1939 (for the Board of Chiropody Examiners) and
1982-1997, 1999-2000, and 2006-2007 (for the Board of Podiatric
Examiners/Podiatric Medical Examiners).

The minutes record, in fairly summary fashion, the actions of the
board at each of its meetings, including the following: inspection and
acceptance or rejection of credentials of applicants; reports from the
president, the vice-president, and the executive director, concerning the
status of complaints and investigations, the enforcement of rules, proposed
legislation, pending litigation, and other matters; reports from the treasurer;
the proposal, amendment, and acceptance of rules (usually accompanied by the
text of those rules); the administering of the examination (including the
grades on the Chiropodists exams); and the granting of licenses to practice
podiatry in Texas.

The following sizable gaps exist in the holdings of the Texas State
Archives: 1940-1967 (for the Texas State Board of Chiropody Examiners);
1967-1981 (for the Texas State Board of Podiatric Examiners); and 1998 thru
February 1999, November 2000 thru October 2005, and February 2007 (for the
Texas State Board of Podiatric Medical Examiners).

To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.
