Agency History

The State of Texas Aircraft Pooling Board (APB) was created in 1979 by the 66th Texas Legislature to establish and operate a pool for the custody, control, operation and maintenance of aircraft owned or leased by the state. The Aircraft Pooling Board was composed of four members: three members of the public (one appointed by the governor, one by the lieutenant governor, and one by the speaker of the house), each serving staggered six-year terms; plus one non-voting ex-officio member representing the Texas Building and Procurement Commission. The public members were subject to conflict of interest prohibitions (relating to business entities or other organizations receiving funds from the board).

As a result of legislation passed in 2005 (House Bill 2702, 79th Texas Legislature, Regular Session), the State of Texas Aircraft Pooling Board was abolished, and its functions were absorbed by the Texas Department of Transportation (TxDOT), Aviation Division, Flight Services Section.

As a support service of Texas state government, the Aircraft Pooling Board had (and now the TxDOT Aviation Division Flight Services Section has) two major functions: aircraft operation, and ground services. The first function is to provide air transportation to state officials and employees traveling on official state business. The second function is to supply maintenance and repair services to all state-owned aircraft (excluding the instructional aircraft operated by TSTC Waco) and to provide fuel and hangar storage services for all Austin-based state aircraft.

As of 2005, the APB was located at Austin - Bergstrom International Airport in Austin, in a facility that includes aircraft hangar and maintenance areas, fuel facilities, a passenger lobby and offices. As of September 1, 2001, there were 36 aircraft owned by the state. This figure does not include 15 single-engine aircraft operated by the Texas State Technical College (TSTC) for pilot instruction in Waco. Nine passenger aircraft are operated by the APB in Austin for use by all state agencies. Through August of Fiscal Year 2001, the APB aircraft had flown 2,581 flights with 8,652 passengers for a total of 609,160 miles and an average load of 3.62 passengers.

Copies of agendas are included only for the years 1991-1997. Press releases date 1988 and 1990.
