Texas Secretary of State, Statutory Filings Division, Statutory Documents Section:An Inventory of Rosters of Physical Therapists at the Texas State Archives, 1972-1995
Agency HistoryThe Texas Board of Physical Therapy Examiners was created in 1971 (Senate Bill 344, 62nd Legislature, Regular Session). Its functions include the examining and licensing of all physical therapists and physical therapist assistants, and the registration and regulation of physical therapy facilities. The board is authorized to revoke or suspend licenses and to reprimand or place on probation licensed practitioners who violate the Texas Physical Therapy Practice Act or board rules. More than 8,600 physical therapists and physical therapist assistants held active licenses in 1995. The law required the board to transmit an annual list of all licensed physical therapy practitioners to the Texas Secretary of State, which then transferred the list to the Texas State Archives for distribution to the public on request. This distribution arrangement lasted through 1995. The Statutory Documents Section of the Texas Secretary of State appoints, reappoints, and commissions all notaries public for the state; records the charters of home rule cities; files amendments of charters of incorporated towns and villages; files bonds or copies of bonds for state officers and state employees, members of governing bodies of certain constitutionally authorized political subdivisions, and general law districts; files the constitutional statement of bribery; issues cards to all labor organizers in the state; files labor union annual reports; registers business opportunity sellers in Texas; registers health spas, athlete agents, and credit service organizations; licenses and regulates automobile clubs; files deeds of cession; and files rosters of numerous licensed professionals. In 1999, the 76th Texas Legislature, Regular Session (Senate Bill 234), removed the requirement to file rosters of licensees with the Texas Secretary of State, for ten state regulatory agencies. In addition to physical therapists, this included social workers, engineers, chiropracters, psychologists, optometrists, funeral directors, occupational therapists, property tax professionals, and orthotics/prosthetics providers. Each of these boards is still required to provide public access to those rosters. Scope and Contents of the RecordsThese records consist of computer printouts of rosters of physical therapists and physical therapist assistants licensed to practice in the State of Texas. These rosters date 1972-1995. The Texas Board of Physical Therapy Examiners, which does the actual licensing of physical therapists, furnished the rosters annually to the Texas Secretary of State. The rosters list all licensed physical therapists and physical therapist assistants in Texas, and include license number, name, address, status (active, expired less than 2 years, expired greater than 2 years), license date, type of license (therapist, therapist assistant), and license expiration date. In several rosters, temporary licenses are listed in a separate printout. In 1992 the Board of Physical Therapy Examiners requested that the Texas State Library, when it received requests for copies of the list from the public, use a second roster, which eliminated names of persons whose licenses had been expired more than five years (both copies are included in these records). License verification for physical therapists is now possible by searching an on-line database at http://www.ecptote.state.tx.us/license/verify_physical_therapist.php. To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
