The minutes briefly document the business conducted at these meetings. For the Governor's Committee on Aging, the primary type of business included grants reviewed for funding.

Minutes were created to document in a thorough but usually summary fashion the official actions of the committee in its meetings.

These records include minutes, agenda, notices of meetings (including submissions to the Texas Register), trancriptions of tape recordings of meetings, attendance sheets, committee reports, Area Agency on Aging (AAA) reports, memoranda, correspondence, state legislation, draft rules and regulations, requests for proposals (RFPs), memoranda of understanding (MOUs), performance and funds management reports, internal audits, management plans, sunset review reports (progress reports, self-evaluations, etc.), newspaper clippings, brochures, newsletters, resumes, financial statements of executive directors, etc. They comprise the meeting files (minutes, agenda, and supporting documentation) of the Texas Board on Aging, dating 1981-2002 (bulk 1981-1994).

At some point in time, the supporting documentation for each agenda item was accompanied by an action sheet (detailing agenda item, staff, date, background/proposal, action requested of board, action taken by board, and a list of attachments). In addition, a board meeting file will also occasionally contain material--sometimes only the minutes--from a Citizens Advisory Council meeting that was held separately (as opposed to being a joint meeting). Records range in date from 1957 to 1983 and document the evolution of the Texas Department on Aging from early legislation and Committee status to its present status as an independent state agency. Correspondence is between, for example, the attorney general, the governor, committee members, agency officials, volunteers, delegates, discussion groups, resource people, and consultants. Records reflect efforts to delineate the needs of the aged and then to organize available local, state, and federal resources to meet those needs.

Records are reports, correspondence, memos, agenda, minutes, work plans, photographs, color slides, press releases, clippings, newsletters, printed material, forms, certificates, notes, and related materials for the 1971 and 1981 White House Conferences on Aging [WHCOA]. Included are materials for the 1981 Texas WHCOA Conference Planning Advisory Committee. Dates of records are 1961, 1969-1973, and 1979-1983. Subjects covered are issues of concern to the aging, such as retirement, housing, education, employment, and transportation. Records provide information on delegates to the state and national conferences, preparation and planning, community forums, and area agencies on aging.

These records include correspondence and attachments (memoranda of understanding, grant applications, reports, responses to surveys, news releases, information memos, etc.). They comprise correspondence between the federal Administration on Aging (AoA) in Washington, D.C. (part of the U.S. Department of Health and Human Services [HHS]) and the Texas Department on Aging, dating 1989-1992. All are marked file copy. Correspondents include mainly the U.S. Commissioner on Aging and the Executive Director of the Texas Department on Aging, but also include other state and federal staff. Topics of (and attachments to) this correspondence include a memorandum of understanding (MOU) between the AoA and Social Security Administration Health Care Financing Administration (HCFA) (both draft and final MOUs); a grant application of the Texas Department on Aging to the AoA for FY 1990 Community Achievement Awards; a response to a request for information from the AoA; notes to participants in a workshop on Future Directions; a report on states' legislation of interest to the elderly in 1990; the Texas response to a survey of state approaches to service authorization used in state community-based care programs; Texas Department on Aging comments on the revision of the State Program Report; a news release from HHS; an information memo from HHS; etc.

They comprise correspondence to and from staff at various levels of the Dallas (Region VI) Administration on Aging (AoA), and also six AoA grant applications, overall dating 1987-1992. All correspondence items are facsimiles (with cover sheet) marked file copy, although some are also marked original. Correspondence topics include a progress report on state plan objectives, funding (e.g. matching funds), federal legislation, grant awards, planning regional conferences, training, planning and service area (PSA) boundaries, regional information memoranda, reimbursement of disaster-related expenditures, program instructions, etc. The six grant applications date 1987-1988.

These records include state plans, reports, correspondence, organization charts, and a summary of a public hearing. They comprise the Texas state plans on aging and related documentation, dating 1965, 1972-1978, 1981-1982, and 1986-1987. Included is a copy of the Federal Register, copies of the State Plan for Programs on Aging under Titles III and VII of the Older Americans Act of 1965, a document reviewing a grant application from the Texas Department of Community Affairs, organization charts for October 1972 and FY 1975 for the Governor's Committee on Aging, a summary of the state plan on aging, a schedule and summary of one public hearing on the state plan on aging, and related correspondence. A state plan on aging typically includes sections on state objectives, action plans, resource allocation plans, and general provisions.

These records include correspondence and attachments (such as legislation, rules, annual reports, lists of publications, and minutes.) They comprise the correspondence between the Texas Department on Aging and 12 other state agencies, dating 1983-1989 (bulk 1988-1989). All are marked file copy. Subjects of this correspondence include memoranda of agreements on services provided to older Texans, and memoranda of understanding on the same. The kinds of services to be provided depend upon the nature of the state agency negotiating the memoranda: services to the blind, the deaf, the disabled, and the mentally retarded; health services, and transportation services. The Department on Aging Board file contains correspondence between the executive director and members of the board, and with members of the public and organizations (such as senior citizens councils), as well as appointment letters to board members from the Texas Secretary of State. Also included in these files are presentations before the Board on Aging, letters forwarded from other correspondents, copies of legislation, rules (submissions to the Texas Register), publications lists and submissions to the Texas State Library's Publications Clearinghouse, minutes, etc.

These records consist of correspondence and grant files. They comprise the files of the Texas Department on Aging concerning the Senior Texans Employment Program (STEP), dating 1979-1988. The Senior Texans Employment Program, as well as the Senior Community Service Employment Program (SCSEP), was/is funded under Title V of the Older Americans Act of 1965.

One wallet of correspondence, dating 1979-1987, contains communications between the Texas Department on Aging (especially the Executive Director) and others, including staff of the Senior Texans Employment Program (STEP), the U.S. Department of Labor, the National Association of State Units on Aging (NASUA), other organizations, and private citizens. This correspondence concerns STEP and also SCSEP (Senior Community Service Employment Program). Topics include federal funding, health insurance, comments and concerns from the general public, etc.

Grant files, dating 1979-1988, include the preapplication forms that the Texas Department on Aging submitted each year to the U.S. Department of Labor, as part of the application process to receive Title V funds. Entities applying for these STEP grants included Green Thumb Inc., the National Council on the Aging, Inc. (NCOA), the USDA (U.S. Department of Agriculture) Forest Service, the Asociation Nacional pro personas mayores (ANPPM), the American Association of Retired Persons (AARP), etc.

These records include correspondence, memoranda, reports, agenda, minutes, legislation, and contracts. These comprise the correspondence files of the Texas Department on Aging, dating 1979-1989, regarding Section 18 of the Urban Mass Transportation Act of 1964, which authorizes federal funds for public transportation in rural and small urban areas, for health care, shopping, education, recreation, public services, and employment. Correspondence is between either the Executive Director or the Transportation Specialist of the Texas Department on Aging, and both public and private sector entities. Public sector correspondents include federal (U.S. Department of Transportation, Urban Mass Transportation Administration), state (Texas Department of Highways and Public Transportation, Texas Department of Human Services Medical Transportation Program, Governor's Office of Budget and Planning, etc.), and local (Area Agencies on Aging, Councils of Government, etc.). Private sector correspondents include organizations (Texas Transit Association, etc.) and businesses (auto dealerships, bus companies like Colorado Valley Transit, Inc., etc.).
