         <p> Because of the possibility that portions of these records fall
			 under Public Information Act exceptions, an archivist must review these records
			 before they can be accessed for research. The records may be requested for
			 research under the provisions of the Public Information Act (V.T.C.A.,
			 Government Code, Chapter 552). The researcher may request an interview with an
			 archivist or submit a request by mail, fax, or email including enough
			 description and detail about the information requested to enable the archivist
			 to accurately identify and locate the information requested. If our review
			 reveals information that may be excepted by the Public Information Act, we are
			 obligated to seek an open records decision from the Attorney General on whether
			 the records can be released. The Public Information Act allows the Archives ten
			 working days after receiving a request to make this determination. The Attorney
			 General has 45 working days to render a decision. Alternately, the Archives can
			 inform you of the nature of the potentially excepted information and if you
			 agree, that information can be redacted or removed and you can access the
			 remainder of the records.</p>

         <head>Agency History</head>
         <p>In 1957 the Legislature created an interim Committee To Study and
		  Recommend Legislation To Aid Aged Citizens (Senate Concurrent Resolution 60,
		  55th Legislature, Regular Session), composed of 15 members: five state
		  senators, five state representatives, and five private citizens. In 1965 the
		  Texas Legislature created the Governor's Committee on Aging (Senate Bill 12,
		  59th Legislature, Regular Session), with a mandate to serve the state's
		  citizens aged sixty years and older. The duties of this committee were
		  transferred in 1981 to a newly created state agency, the Texas Department on
		  Aging (House Bill 1112, 67th Legislature, Regular Session, 1981). The
		  Department is primarily funded by the federal Older Americans Act (OAA) of
		  1965, which seeks to help the elderly obtain the best possible physical and
		  mental health services, suitable housing, full restorative services, and
		  immediate benefit from proven research knowledge. Services provided through the
		  department include nutrition (congregate and home-delivered meals),
		  transportation, information and referral, home repair, senior centers,
		  volunteer programs, health screening, case management, and in-home services.
		  The Long-Term Care Nursing Home Ombudsman program investigates and acts on
		  complaints by nursing home residents or their families. In 1971, and again in
		  1981, the Committee/Department on Aging coordinated Texas' participation in
		  White House Conferences on Aging; these conferences were held to develop a
		  national policy on problems of the aging, and to recommend action at various
		  levels of the public and private sectors. The Department on Aging has created a
		  statewide network on aging, composed of 28 Area Agencies on Aging (AAAs), which
		  hold public hearings throughout the state to discuss and study possible
		  solutions to the problems of aging.</p>
         <p>The Board on Aging was created in 1981 as the governing body of the
		  department, and (like the original Governor's Committee on Aging) is composed
		  of nine members appointed by the governor with the advice and consent of the
		  senate, for overlapping six-year terms. Board members must have demonstrated an
		  interest in, and knowledge of, the problems of aging. These are non-salaried
		  positions, and the governor appoints the chair.</p>
         <p>The 1965 legislation also created the Governor's Citizens Advisory
		  Council on Aging, composed of at least two members from each state Senatorial
		  District, appointed by the Governor and serving at the pleasure of the
		  Governor. In 1981 the legislature replaced this council with the State Citizens
		  Advisory Council of the Department on Aging, composed of one member from each
		  Area Agency on Aging advisory council (i.e., 28 members), appointed by the
		  chair of the Board on Aging, with consent of the Board, for staggered
		  three-year terms. The purpose of each of these advisory councils has been to
		  assist the Board on Aging by providing advice.</p>
         <p>In 1999 the 76th Texas Legislature (Senate Bill 374) decided to
		  abolish the Texas Department on Aging in 2003, merging its functions with some
		  of the functions of the Texas Department of Human Services, and creating a new
		  agency, the Texas Department of Aging and Disability Services. This merger was
		  postponed until September 1, 2005 by Senate Bill 535, 77th Legislature, Regular
		  Session, 2001.</p>

         <head>Scope and Contents of the Records</head>
         <p>These records include meeting documents (minutes, agenda, notices of
		  meetings, transcriptions of tape recordings of meetings, attendance sheets,
		  committee reports, and other attachments); correspondence and memoranda;
		  legislation (state and federal); rules and regulations (state and federal);
		  legal documents (requests for proposals, memoranda of understanding, contracts,
		  etc.); financial documents (performance and funds management reports, internal
		  audits, legislative appropriation requests, etc.); reports (management plans,
		  sunset review reports, annual reports of the Texas Department on Aging, state
		  plans, legislative updates, Area Agency on Aging [AAA] reports, etc.); grant
		  applications; media documents (newspaper clippings, brochures, newsletters,
		  press releases, speeches, photographs, color slides, etc.); responses to
		  surveys; organization charts; resumes; etc. They comprise records of the Texas
		  Department on Aging, its predecessor the Governor's Committee on Aging, and the
		  affiliated State Citizens Advisory Council of the Texas Department on Aging,
		  dating 1957-2002 (bulk 1979-1994). Also well-represented are the records of
		  Texas' participation in the White House Conferences on Aging of 1971 and 1981.
		  These records reflect efforts to delineate the needs of the aged (including
		  housing, health care, independent living, education, employment,
		  transportation, etc.), and also efforts to organize available local, state, and
		  federal resources to meet those needs (including the awarding of grants for
		  federal and state funding, the gathering and analysis of data, the promoting of
		  public awareness, the development of policies and strategies, etc.).</p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>

				comprise the minutes (with occasional attachments) of meetings of the Texas
				Governor's Committee on Aging, dating 1972-1981. (No minutes have been located
				for the years 1965-1971.) The minutes briefly document the business conducted
				at these meetings. For the Governor's Committee on Aging, the primary type of
				business included grants reviewed for funding. </p>

               <p>These records include minutes, agenda, notices of meetings
				(including submissions to the <emph render="italic">Texas Register</emph>),
				trancriptions of tape recordings of meetings, attendance sheets, committee
				reports, Area Agency on Aging (AAA) reports, memoranda, correspondence, state
				legislation, draft rules and regulations, requests for proposals (RFPs),
				memoranda of understanding (MOUs), performance and funds management reports,
				internal audits, management plans, sunset review reports (progress reports,
				self-evaluations, etc.), newspaper clippings, brochures, newsletters, resumes,
				financial statements of executive directors, etc. They comprise the meeting
				files (minutes, agenda, and supporting documentation) of the Texas Board on
				Aging, dating 1981-2002 (bulk 1981-1994). </p>
               <p>At some point in time, the supporting documentation for each
				agenda item was accompanied by an <emph render="doublequote">action sheet</emph>
				(detailing agenda item, staff, date, background/proposal, action requested of
				board, action taken by board, and a list of attachments). For this particular
				agency, agenda and minutes are extremely summary; the real detail lies in the
				supporting documentation. Topics covered by these files include the agency's
				budget, strategic planning, legislative advocacy, and awarding of funds to
				local governments and private organizations. Furthermore, the various goals of
				the Department on Aging are reflected in the documentation, such as removal of
				barriers to services, assistance with daily living, capital renovation of
				homes, prevention of harm to the aged in long-term care and adult daycare
				facilites, enhancement of elder abuse awareness programs, encouragement of
				personal independence (through legal assistance, benefits counseling, health
				education, health screening, physical fitness programs, and transportation
				services), creating opportunities for increased personal productivity via
				volunteerism and subsidized employment, providing of meals, etc.</p>
               <p> Meeting files frequently represent joint meetings with the Texas
				State Citizens Advisory Council to the Department on Aging, and are listed as
				such in the container inventory. In addition, a board meeting file will also
				occasionally contain material--sometimes only the minutes--from a Citizens
				Advisory Council meeting that was held separately (as opposed to being a joint
				meeting). But see also the series <emph render="italic">Citizens Advisory
				Council of the Texas Department on Aging meeting files</emph>, described
				separately in this finding aid.</p>
               <p>Beginning in 1994, the files consist strictly of copies of
				minutes, with no agenda and very few attachments. The minutes briefly document
				the business conducted at these meetings. For the Board on Aging, the minutes
				have included summaries of public testimony; Executive Director's reports;
				Citizens Advisory Council chair's reports; committee reports (Area Agency on
				Aging [AAA] Operations Committee, Minority Elderly Committee, Planning
				Committee, Audit and Finance Committee, Legislative/Advocacy/Networking

               <p>These records include minutes, agenda, attendance sheets,
				submissions to the <emph render="italic">Texas Register</emph>, committee
				reports, legislative updates, Area Agency on Aging (AAA) reports, memoranda,
				press releases, newspaper clippings, legislative appropriation requests (LARs)
				for the Texas Department on Aging, annual reports of the Texas Department on
				Aging, copies of federal legislation, copies of federal rules and regulations,
				organization charts, brochures, notes, forms, correspondence, etc. They
				comprise the meeting files (minutes, agenda, and supporting documents) of the
				Governor's Citizens Advisory Council on Aging, and especially of its successor,
				the State Citizens Advisory Council of the Texas Department on Aging, dating
				1980-1981 and 1983-1999 (bulk 1983-1994). (Most of the meeting files of the
				earlier advisory council are missing, namely those dating 1965-1979.) </p>
               <p>At some point in time, the supporting documentation for each
				agenda item was accompanied by an <emph render="doublequote">action sheet</emph>
				(detailing agenda item, staff, date, background/proposal, action requested of
				advisory council, action taken by advisory council, and a list of attachments).
				As with the Board on Aging meeting files, the agenda and minutes for meetings
				of the Citizens Advisory Council are extremely summary; the real detail lies in
				the supporting documentation. Topics covered by these files include CAC advice
				to the Board on the agency's budget, strategic planning, legislative advocacy,
				and awarding of funds to local governments and private organizations.
				Furthermore, the various goals of the Department on Aging are reflected in the
				documentation, such as removal of barriers to services, assistance with daily
				living, capital renovation of homes, prevention of harm to the aged in
				long-term care and adult daycare facilites, enhancement of elder abuse
				awareness programs, encouragement of personal independence (through legal
				assistance, benefits counseling, health education, health screening, physical
				fitness programs, and transportation services), creating opportunities for
				increased personal productivity via volunteerism and subsidized employment,
				providing of meals, etc.</p>
               <p>Among the committees regularly reporting to the Citizens Advisory
				Council (CAC) are: Housing Committee, Legislative Affairs Committee, Public
				Affairs/Public Policy Committee, White House Council on Aging Committee, Silver
				Haired Legislature Steering Committee, Long-Term Care Coordinating Council,
				etc.</p>
               <p>Beginning in 1994, the files consist strictly of copies of
				minutes, with no agenda and very few attachments. These minutes include
				summaries of the following: updates on Texas Board on Aging actions, reports
				for Citizens Advisory Council (CAC) members on advocacy efforts at the local
				level (or at all levels), reports on Texas Senior Advocacy Coalition (TSAC)
				activities, reports on Texas Silver Haired Legislature (TSHL) activities,
				roundtable discussions of issues and recommendations to the Board on Aging,
				reports on state appropriations, reports on White House Conferences on Aging,
				discussion of the status of the CAC, legislative updates, the strategic
				planning process, the legislative appropriations request (LAR), reports on
				local level educational activities, etc.</p>
               <p>The researcher should also consult the series
				<emph render="italic">Texas Board on Aging meeting files</emph>, previously
				described in this finding aid. This contains information on joint meetings of
				the Citizens Advisory Council with the Texas Board on Aging.</p>
               <p>Minutes are created to document in a summary fashion the official
				actions of the advisory council in its meetings. Agenda inform the public as to
				what will be discussed and/or decided at each advisory council meeting.
				Supporting documentation files include considerably more detail on the items
				discussed and actions taken.</p>

            <bioghist>
               <head>Agency History</head>
               <p>The 1965 legislation that created the Governor's Committee on
				Aging (Senate Bill 12, 59th Texas Legislature, Regular Session) also created
				the Governor's Citizens Advisory Council on Aging, composed of at least two
				members from each state Senatorial District, appointed by the Governor of Texas
				and serving at the pleasure of the Governor. In 1981 (by House Bill 1112, 67th
				Texas Legislature, Regular Session) the legislature replaced this council with
				the State Citizens Advisory Council of the Department on Aging, composed of one
				member from each Area Agency on Aging advisory council (i.e., 28 members),
				appointed by the chair of the Texas Board on Aging, with consent of the Board,
				for staggered three-year terms. The purpose of each of these advisory councils
				has been to assist the Board on Aging by providing advice.</p>

               <head> Historical Notes</head>
               <p> The Governor's Committee on Aging, created in 1965, and its
				successor, the Texas Department on Aging, created in September 1981, were in
				charge of coordinating Texas' involvement in the 1971 and 1981 White House
				Conference on Aging. </p>
               <p>The 1971 White House Conference on Aging (WHCOA) was called by
				President Nixon in a proclamation dated October 6, 1969. The purpose of the
				WHCOA was to consider factors which influence the lives of the aging; make
				recommendations to the various levels of government and private and voluntary
				sectors; and develop a more adequate national policy for older Americans. The
				process of the WHCOA was first to hold community forums in September 1970 to
				gather ideas and concerns expressed by the aging and those working with the
				aging; second, to hold regional conferences in the spring of 1971 to frame
				policy proposals and present them to the state; then, in May 1971, to hold a
				state White House conference on aging to make recommendations to the national
				conference. The White House Conference on Aging was held in November 1971 in
				Washington, D.C., with a report published in 1972. Mrs. Carter Clopton served
				as executive director of the Governor's Committee on Aging during planning and
				implementation of the 1971 WHCOA. </p>
               <p>President Carter called the 1981 White House Conference on Aging
				in order to develop policy and recommendations for action for nine areas of
				concern to the aging, including economic concerns, social service delivery,
				retirement, and health. Within Texas, area agencies on aging held regional
				conferences or conducted surveys in 1980 to gather opinions, issues, and
				recommendations. The 1981 State White House Conference on Aging was held on
				March 29-31 in Dallas, followed by the 1981 WHCOA held in Washington, D.C.,
				November 30 through December 4, 1981. A Post-White House Conference on Aging
				was held February 28 to March 2, 1982 in Waco to consider action strategies
				evolving from the state and national WHCOA recommendations in order to enhance
				the quality of life for older Texans. Chris Kyker served as state coordinator
				for the 1981 conference and became executive director of the Texas Department
				on Aging when the agency was created. </p>

				Texans Employment Program (STEP), dating 1979-1988. The Senior Texans
				Employment Program, as well as the Senior Community Service Employment Program
				(SCSEP), was/is funded under Title V of the Older Americans Act of 1965. </p>
               <p>One wallet of correspondence, dating 1979-1987, contains
				communications between the Texas Department on Aging (especially the Executive
				Director) and others, including staff of the Senior Texans Employment Program
				(STEP), the U.S. Department of Labor, the National Association of State Units
				on Aging (NASUA), other organizations, and private citizens. This
				correspondence concerns STEP and also SCSEP (Senior Community Service
				Employment Program). Topics include federal funding, health insurance, comments
