Agency History

The Texas Prison Centralization Commission was created in 1929 by the 41st Legislature, 2nd Called Session, Senate Bill 49. It was composed of members of the Texas Board of Prison Commissioners, four members of the Senate (selected by the Lieutenant Governor), and five members of the House of Representatives (selected by the Speaker of the House). The Commission was to make a complete investigation of all matters pertaining to the concentration and relocation of the penitentiary system of the state and the rehabilitation thereof. They were to prepare an investigative report and a plan for changes to the prison system to present to the governor and legislature.


Scope and Contents of the Records

The Texas Prison Centralization Commission was created to investigate the concentration and relocation of the penitentiary system of the state of Texas. Files consist of the legislation that created the commission and its final report to the governor and legislature dating 1929. The report contains the recommendations of the majority of the Commission and includes suggestions on disposition of some current prison lands, financial status of the Texas Prison System, a plot plan and details for a central prison system, report of an architect, a land appraiser, a report by an engineer for levee protection of existing prison farms, and a minority report of Commission members disagreeing with the recommendations put forth by the majority of the Commission.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
