		<head>Agency History</head> 
		<p>Legislation allowing for the organization and chartering of credit
		  unions was passed in 1913 by the 33rd Legislature, Senate Bill 458. Major
		  amendments regarding the incorporation and supervision of credit unions were
		  passed in 1929 by the 41st Legislature, Senate Bill 185. Supervision and
		  regulation of credit unions was assigned to the State Banking Board, later
		  Banking Department. Charters were issued by the State Banking Commissioner. In
		  1949, the Credit Union Advisory Commission was created. Its duties were to
		  advise the Banking Commissioner on improving conditions and services of credit
		  unions. In 1969, the responsibilities concerning credit unions were transferred
		  from the Banking Department to a newly created independent agency, the Credit
		  Union Department. This Department assigns and cancels charters, supervises, and
		  regulates all credit unions organized under the laws of Texas. It also has
		  rulemaking authority and makes recommendations to the legislature for changes
		  in the statutes. </p> 
		<p>The Department is governed by the Credit Union Commission, which
		  superseded the Credit Union Advisory Commission. The Credit Union Commission is
		  composed of nine (initially six) members appointed the Governor with the
		  approval of the Senate for six year overlapping terms. A chair is elected
		  annually by the members. The Commission's duties are to supervise, consult
		  with, advise, and make recommendations to the Credit Union Commissioner; and to
		  adopt rules for the regulation and classification of credit unions, and the
		  determination of fees charged credit unions. The Commissioner is appointed by
		  the Commission and serves as the administrator of the department. His duties
		  are to decide on charter applications, issue charters, approve mergers,
		  supervise procedures concerning complaints, serve liquidation orders, levy and
		  collect fees and other charges paid by credit unions, and enforce rules and
		  regulations. He also makes recommendations to the department for suggested
		  statute changes; and appoints Credit Union Examiners who conduct annual
		  examinations of all state-chartered credit unions.</p>

		<head>Scope and Contents of the Records</head> 
		<p>Records document the regulation of credit unions by the Texas Credit
		  Union Department. Records are charters of dissolved or otherwise inactive
		  credit unions and include bylaws, applications for charters, charters,
		  amendments to the charter, resolutions, certificates of approval and
		  dissolution, agreements and resolutions to dissolve the credit union,
		  correspondence, and statements listing the date the annual report was filed and
		  when the fees were paid. Dates covered are 1929-1974. Missing charters belong
		  to still active credit unions, whose files are available at the Credit Union
		  Department, either on microfilm, or paper copy for recent records. Access is by
		  charter number for both active and inactive credit unions. Name access is not
		  currently available. The Credit Union Department can assist in a name search if
		  the date the charter was issued is known.</p> 
		<p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>

		<p>These records are arranged as received from the agency in numerical
		  order by charter number. As charters were assigned consecutive numbers, a
		  chronological arrangement corresponds to the numerical order, the earliest
		  assigned charters having the lowest numbers.</p>
