The Texas State Board of Control was abolished in 1979 (House Bill
1673, 66th Legislature, Regular Session); its duties and responsibilities were
transferred to the newly created Texas State Purchasing and General Services
Commission. The Commission is composed of three members appointed by the
Governor with the advice and consent of the Senate for overlapping six year
terms. These are nonsalaried positions and the Governor appoints the chair.
The Commission is responsible for providing an effective purchasing
system for state agencies; providing maintenance, repair, and security services
to the Capitol Complex; operating a central telephone system for state
agencies; handling the lease and rental of space required by state agencies;
and acquiring real property in the Capitol Complex and constructing state
office buildings. The commission acquires all supplies, materials, services,
and equipment for all state agencies, with a few exceptions. It does not
acquire property for the Texas High Speed Rail Authority, library materials for
libraries operated as part of institutions of higher education, or certain
materials for state-owned hospitals or clinics. For administrative purposes,
the commission is organized into eight divisions.
Records consist of correspondence, memoranda, newspaper clippings,
reports, executive orders, studies, resolutions, surveys, interviews and
legislative bills. Records range in date from 1971 to 1986 and reflect the
mandates of the Executive Administration Division and the Building Property
Services Division of the Texas State Purchasing and General Services
Commission. The Executive Administration Division adopts rules and establishes
policies for the efficient performance of commission programs. The division
also provides legal services to the other commission divisions, along with
independent audit review of all commission operations. The Building and
Property Services Division primarily provides maintenance, repair, operations,
and custodial services, and administers the fire and safety program for the
State Capitol, state office buildings located in the capitol complex (except
the Texas Employment Commission's building), the State Cemetery, and other
facilities on the commission's inventory. Although the State Capitol, Old Land
Office, and capitol grounds are on the property inventory of the State
Preservation Board, the commission maintains these properties under the board's
direction.
To prepare this preliminary inventory, the described materials were
cursorily reviewed to delineate series, to confirm the accuracy of content
lists, to provide an estimate of dates covered, and to determine record
types.

to 1986, concerning progress reports, budgetary considerations, contracts
awarded, equal employment opportunity issues, long-range planning, and
committee meetings and agendas. Also included are newspaper clippings, reports,
and executive orders, as well as studies, resolutions, surveys, interviews,and
legislative bills. These are records of the Executive Administrative Division
of the Texas State Purchasing and General Services Commission. Records present
range across the administrations of Governors Mark White, Bill Clements, Dolph
Briscoe, and Preston Smith. |
