         <head>Agency History</head>
         <p>The Bureau of State Health Planning and Resource Development was
		  created in 1975 after the Governor designated the Texas Department of Health
		  Resources (later, the Texas Department of Health) as the State Health Planning
		  and Resource Agency in compliance with federal Public Law 93-641, the National
		  Health Planning and Resource Development Act of 1974 and H.B. 2164, Texas
		  Health Planning and Development Act. The Bureau performs all health planning
		  and resource development functions on the state level and is charged with
		  developing an annual State Health Plan and an annual State Medical Facilities
		  Plan. Development of the State Health Plan includes working with the health
		  system agencies in the state, designated health related state agencies, the
		  Statewide Health Coordinating Council, and other interested public and private
		  entities and individuals. The major functions carried out by the Bureau include
		  data collection, analysis, and dissemination, and health plan development and
		  implementation.</p>
         <p>The Medical Facilities Planning Division of the Bureau has undergone
		  several name changes. The Division was initially known in 1946 as the Hospital
		  Survey and Construction Division; next, as the Division of Hospital Services;
		  then, from 1968 to 1975 as the Health Facilities Construction Section; and is
		  now the Medical Facilities Planning Division. Despite the name changes, its
		  major responsibility has remained the same: to survey, plan and construct
		  hospitals and other health-related facilities in Texas in conjunction with the
		  federal Hill-Burton Hospital Construction Program.</p>
         <p>The Hill-Burton program has, since 1946, made federal matching funds
		  available for construction, additions and modernization of hospitals and
		  related community health facilities based on a system of priority needs. The
		  Medical Facilities Division approves completed plans and specifications for
		  Hill-Burton projects and guides the process of application and design
		  development for each project.</p>
         <p>The Division also prepares and administers the annual State Medical
		  Facilities Plan, which serves to coordinate the planning and construction of
		  health care facilities where the need is greatest. The Division also provides
		  consultative services to the Department of Mental Health and Mental Retardation
		  for guidance in developing their plan for construction of mental health
		  facilities, and participates in areawide planning for hospital facilities.</p>
         <p>The Division of Health Planning has had the responsibility since 1975
		  to develop the state's health resources to serve the needs of every community.
		  This division has also undergone a name change, previously being known as the
		  Planning and Resources Development Division. A major part of the division's
		  work was to coordinate the twelve regional Health Service Areas (HSAs)
		  established by the Legislature in 1975. Each multi-county Health Service Area
		  was charged with developing long-range and short-range plans for the
		  improvement of its region's health facilities and resources.</p>
         <p>This division also absorbed, in 1975, the functions of the Health and
		  Human Resources Division of the Office of Information Services in the
		  Governor's Office. This office had been involved in health planning and its
		  duties and records were transferred to the Department of Health when the 1975
		  law went into effect. For more information on the Health and Human Resources

         <head>Scope and Contents of the Records</head>
         <p>Records in this accession include quarterly reports by the
		  Commissioner of Health; minutes and agendas from Board of Health meetings
		  prepared by the Medical Facilities Planning Division; and administrative,
		  correspondence and subject files from the Medical Facilities Planning Division
		  and the Division of Health Planning of the Bureau of State Health Planning and
		  Resource Development. These files are dated 1945-1979 and include Department of
		  Health intra-agency memos; correspondence with other state agencies and the
		  U.S. Department of Health, Education and Welfare; and construction plans,
		  drawings and specifications of health facilities in Texas. Health planning and
		  health facilities planning and construction were part of these divisions duties
		  under the Hill-Burton Hospital Construction Program. </p>
         <p>To prepare this preliminary inventory, the described materials were
		  cursorily reviewed to delineate series, to confirm the accuracy of contents
		  lists, to provide an estimate of dates covered, and to determine record
		  types.</p>

               <p>Records consist of published quarterly reports by the Commissioner
				of Health from 1965 to 1974. The Commissioner of Health is the overall
				administrator of the Department of Health. These reports were prepared by the
				Commissioner four times a year and give a narrative statement and statistical
				data on the activities of each division of the Department of Health. These
				reports form the basis for the Department's Biennial Reports, which are
				submitted to the Governor every two years. Copies of the Biennial Reports are
				published and may be found in the Publications Clearinghouse of the Texas State
				Library.</p>

                  <p> Records consist of meeting files of the Texas Board of Health
				  prepared and retained by the Medical Facilities Planning Division, dating from
				  1947 to 1975. Records include minutes of the Board of Health, excerpts from
				  these minutes on the Division's Hill-Burton construction projects, agenda and
				  reports for the meetings prepared by the Division, and post-meeting notes and
				  office memoranda from the Division. Also, filed separately, there is outgoing
				  correspondence from the Division with Board of Health members, scheduling Board
				  meetings and arranging the agenda. </p>
                  <p>These records document the Board of Health's supervision of the
				  Medical Facilities Planning Division's management of the federal Hill-Burton
				  Hospital Construction Program. The Board relied on the Medical Facilities
				  Planning Division to gather data, correspond with the applicants, and prepare
				  reports and agendas for each Board meeting on Hill-Burton projects. The Board
				  then determined at their meetings which hospitals and health facilities had
				  priority in receiving the matching federal construction funds under the
				  Hill-Burton program. </p>
                  <p>The minutes in this subseries are limited in scope and content.
				  For most years, only excerpts of minutes directly related to the Hill-Burton
				  projects are present. Indeed, most of the records in this series are the
				  agenda, reports, correspondence, and memoranda prepared by the Division for the
				  Board meetings. These report on the status of the Hill-Burton projects and the
				  Board's allocation of funds, and list applicants for future projects. </p>

				  Most of the records begin in 1975, when the Division assumed its current name
				  and became part of the new Bureau of State Health Planning and Resource
				  Development, which reported, in turn, to the new Texas Board of Health
				  Resources. The first folder in this subseries contains Biennial State Health
				  Plans from 1952 to 1967, which the Medical Planning Facilities Division or its
				  administrative predecessor was required to prepare and submit as part of its
				  Hill-Burton duties. Other reports are from the mid-1970s and include monthly
				  Division activity reports, quarterly reports, a biennial report, and overview
				  reports acquainting the new Board of Health Resources with Hill-Burton
				  construction projects and Division activities. The remaining records include
				  work reports, memos, correspondence, etc., among the Division, the Bureau of
				  State Health Planning and Resource Development, and the Departent of Health.

				  regional health care planning. These records document the annual implementation
				  plans to be developed by the regional Health System Agencies (HSAs) across
				  Texas. The Health System Agencies had been created in 1975 in response to
				  Public Law 93-641 and H.B. 2164, the Texas Health Planning and Development Act.
				  Each HSA was to develop a short-term and a long-term plan for the improvement
				  of its region's health facilities and resources. </p>
