Agency History
The Bureau of State Health Planning and Resource Development (formerly
the Division of State Health Planning and Resources Development) of the Texas
Department of Health conducts health development and planning activities for
the state. Specific duties include the development and implementation of a
state health plan, the development of a health data system, data collection and
dissemination, and assisting the Statewide Health Coordinating Council (SHCC)
with its functions. The SHCC prepares the annual health plan and advises the
Health Department on the plan's implementation, including the planning and
development of health care or medical facilities. Another adjunct group
assisting the Bureau in carrying out its responsibilities is the Hospital
Advisory Council, whose duties have included advising the Bureau on medical
facilities planning and construction, and administering the Hospital Equipment
Financing Program.

These are files of the Statewide Health Coordinating Council
(SHCC) subcommittees. Materials in the files include minutes, membership lists,
bylaws, reports, drafts, correspondence, memoranda, agency performance
evaluations, and solicitations from state agencies for input into the state
health plan. Files are present for the Ad Hoc Bylaws Committee (1977-1979) and
the Monitoring and Assessment Committee (1979-1985). Also present in this
series are files on appointments to the SHCC and remarks from speakers at the
Department of Health's Conference on Health Planning in 1980.

This series consists largely of existing and proposed legislation,
and summaries of legislation affecting the functions and authority of the
Hospital Advisory Council. Types of materials present in this series include
minutes, legislation and amendments for legislation, legislative summaries,
correspondence, memoranda, membership lists, reports, and medical facilities
project lists. Dates covered are 1976-1984.
The U.S. act under which the Council was initially formed (The
Hospital Survey and Construction Act, 1946, P.L. 79-725) expired in 1974. The
Council was not abolished but its primary functions were absorbed by a new
group, the Statewide Health Coordinating Committee. In 1984 legislation created
the Texas Hospital Equipment Financing Act, which added additional duties to
the Council.

are 1978-1985. The majority of the letters were to/from the Chief of the Bureau
of State Health Planning and Resource Development (formerly Director of the
Division of State Health Planning and Resources Development), others were
to/from the Commissioner of Health, administrators within TDH, members of the
SHCC, or others in the Bureau. The last items in this series are Articles of
Agreement of the Texas Health Facilities Commission with the Department of
Health.
