The Texas Bureau of Kidney Health Care, formerly the Division of
Kidney Health Care (July 1992-1995) and the Kidney Health Care Program (1973-
June 1992), was established in 1973, following the implementation of the Texas
Kidney Health Care Act (House Bill 474, 63rd Legislature, Regular Session).
This bureau has been operated by the Texas Department of Health first through
the Bureau of Chronic Diseases (formerly the Chronic Diseases Division of the
Bureau of Personal Health Services) and then through the Deputy Commissioner
for Health Care Financing. The bureau assists Texas citizens who have end-stage
renal disease in paying for medical treatments--dialysis and transplants,
medication, and transportation costs.
The primary functions of the Bureau of Kidney Health Care are to
process patient applications, provide funds, and administer expenditures. Other
responsibilities include instituting and carrying out educational programs
within the medical profession and for the general public, conducting research
and compiling statistics relating to kidney care services, establishing and
maintaining standards for the accreditation of facilities providing treatment
for chronic kidney disease patients, cooperating with private and governmental
agencies and organizations to facilitate the availability of care to kidney
patients, and establishing rules and regulations necessary to provide adequate
kidney care and treatment. A State Advisory Committee on Kidney Health Care was
formed to provide the program with medical expertise. This committee was
created with the assistance of the Renal Committee of the Texas Medical
Association and is composed of nephrologists and other physicians, and
representatives of the kidney foundations.
The Bureau of Kidney Health Care provides a specified amount of funds
to patients for medical expenses--after private insurance funds have
expired--until the patient becomes eligible for the Medicare Chronic Renal
Disease benefits (federal). Additional funding is available for medication and
transportation costs, and to patients who perform self-dialysis in their homes.
Patients are required to reimburse the state a certain amount, based on income
and other factors, which should be less than 5% of their adjusted gross income.
The amount of funding available to patients has undergone some revisions as has
the reimbursable costs paid back to the Bureau.

files document the proceedings of the Texas Kidney Health Care Program/Division
Advisory Committee, subcommittee, and related committee meetings, 1992-1995.
Subjects of concern included budgets, drug benefits, drug lists, diabetes,
hypertension, prevention of end-stage renal disease, multi-vitamin, calcium,
and cyclosporine distribution, patient care, and legislative bills. Legislative
reports document the reports made to Texas legislative bodies by the Kidney
Health Care Program, 1980-1984, concerning changes to the Kidney Health Care
Act in 1980, procedural reviews by the Legislative Budget Board in 1980, a 1982
report following up on the 1980 legislative review, and further information
from 1983 to 1984. Administrative and special reports, 1978-1995, document
reports and special projects written and undertaken by the Texas Kidney Health
Care Program, including subjects such as kidney transplants, end-stage renal
disease, payment for Cyclosporin A, the establishment of a vendor drug program
pilot project, future objectives of the Kidney Health Care Program, and
performance reports.
To prepare this preliminary inventory, the described materials were
cursorily reviewed to delineate series, to confirm the accuracy of contents
lists, to provide an estimate of dates covered, and to determine record
types.

rate-setting methodology for kidney health care based on the cost of services
during 1981 and 1982. |
