         <head>Agency History</head>
         <p>The Early Childhood Intervention Program came into being as a result
		  of the studies and recommendations of the Joint Interim Study Committee on
		  Early Childhood Intervention (created by the 66th Legislature in 1979, Senate
		  Concurrent Resolution 96). This Committee was charged with making a
		  comprehensive study of existing intervention programs and services available
		  for children ages 0-3 years, and to examine the idea of implementing a
		  comprehensive state program for early intervention services. The Committee
		  reviewed existing programs, conducted hearings and heard testimony, and
		  prepared legislation which incorporated the Committee's recommendations for
		  submission to the 67th Legislature. Their recommendations were to support and
		  expand existing intervention programs--The Crippled Children's Program
		  (Department of Health), infant stimulation program (Department of Mental Health
		  and Mental Retardation), and Regional Day Schools for the Deaf (Texas Education
		  Agency); establish a statewide delivery system of direct services for medical
		  and developmental needs; and coordinate services and develop an infant program
		  which could serve all disabilities.</p>
         <p>The legislation drafted by the Committee was passed by the 67th
		  Legislature in 1981 (Senate Bill 630), creating the Early Childhood
		  Intervention Program. This Program is operated through the Department of Health
		  and is charged with identifying and providing needed intervention services to
		  children who have or are at risk of having developmental delays, from ages 0-3
		  years or until the child is eligible for special education programs for the
		  handicapped.</p>
         <p>The legislation also called for the creation of an Interagency Council
		  on Early Childhood Intervention. This Council provides the needed coordination
		  of state agencies which supply intervention services toward a statewide
		  program. It serves as the interagency policy making body to administer the ECI
		  Program. The Council is composed of one member each from the Department of
		  Health, the Department of Mental Health and Mental Retardation, the Department
		  of Human Resources (now Human Services), and the Central Education Agency.
		  These members are chosen by their respective agency commissioners. One lay
		  member is appointed by the Governor. The Council's responsibilities are to
		  develop a state plan for intervention services, prepare written recommendations
		  for carrying out the mandates of the legislation, and review grant applications
		  from providers wishing to supply intervention services. The Council established
		  the Advisory Committee on Early Childhood Intervention (composed of an
		  unlimited number of parents, professionals, and advocacy group members) to
		  support and advise the Council, to receive input from the state agencies
		  offering intervention services, and to work toward the goal of a statewide
		  program.</p>
         <p>The ECI Program is operated by the Department of Health, Bureau of
		  Crippled Children's Services. It provides intervention services to eligible
		  children who cannot be placed in other programs. Specific duties of the program
		  are to develop and implement a statewide strategy for early identification of
		  children at risk; conduct a one-time series of regional training workshops;
		  promote public awareness on the importance of prenatal care, on the early
		  detection of developmental delay, and on the availability of state resources;
		  and allocate funds to providers for the provision of intervention services.</p>
         <p>Intervention services are contracted out to public and private
		  providers. Those entities wishing to provide intervention services apply for
		  grant funding through the ECI Program. Grant applications are reviewed and
		  decided upon by the Interagency Council. Once grants are awarded, a contract is
		  drawn up between the provider and the Department of Health. Program guidelines
		  are developed by the Department of Health (TDH), and periodic evaluations of
		  the provider are conducted to ensure compliance with the guidelines. Once cases
		  are identified, the TDH provides parental counseling, conducts follow-up
		  procedures, provides case management services, and monitors the overall
		  progress of the child.</p>

		  Texas Department of Health. </p>
         <p>To prepare this preliminary inventory, the described materials were
		  cursorily reviewed to delineate series, to confirm the accuracy of contents
		  lists, to provide an estimate of dates covered, and to determine record
		  types.</p>

				Committee; and drafts of legislation prepared by the Committee. Dates covered
				are 1979-1980.</p>
               <p>The Joint Interim Study Committee on Early Childhood Intervention
				was created to study existing programs and make recommendations regarding the
				state's involvement in early childhood intervention programs for those children
				at risk of medical and developmental delays. This series documents the Joint
				Committee's actions towards these goals. The Joint Committee gathered materials
				from and evaluated existing intervention programs at the state, regional, and
				local levels; heard testimony and evidence from state agencies, physicians,
				advocates, and others; and drafted legislation for the 67th Legislature to
				consider, incorporating the Committee's recommendations for a comprehensive
				state program to provide early childhood intervention services.</p>

				by the Council. This series contains some statistical information regarding the
				number of applicants, those approved and rejected, reviews of grants, and
				individual files on the providers offering services. These individual files
				contain the grant application (applicant profile, budget information, applicant
				resources, etc.), grant evaluation forms (contains the recommendation of the
				Grant Review Committee and final Council action), contracts, financial status
				reports, monitoring reports, correspondence, and a summary report prepared by
