Agency HistoryThe Early Childhood Intervention (ECI) Program (Texas Department of Health) was created by the 67th Legislature in 1981 (Senate Bill 630) upon the recommendations of the Joint Interim Study Committee on Early Childhood Intervention. The ECI Program is operated through the Department of Health and is charged with identifying and providing needed intervention services to children who have or are at risk of having developmental delays, from ages 0-3 years or until the child is eligible for special education programs for the handicapped. Services provided to eligible children include physical, occupational, speech and language therapy. The policymaking body of the ECI Program is an Interagency Council, composed of one representative from each of the following state agencies: Department of Health, Mental Health and Mental Retardation, Human Services, and the Texas Education Agency, plus an additional member from the general public appointed by the governor. Intervention services are contracted out to public and private providers. Those entities wishing to provide intervention services apply for grant funding through the ECI program. Grant applications are reviewed and decided upon by the Interagency Council. Once grants are awarded, a contract is drawn up between the provider and the Department of Health. Program guidelines are developed by the Department of Health and periodic evaluations of the provider are conducted to ensure compliance with the guidelines.
