         <head>Agency History</head>
         <p>In 1979 the 66th Legislature enacted the Texas Cancer Control Act
		  (House Bill 853), which created the Cancer Registry Program within the Texas
		  Department of Health, making cancer a reportable disease. The purpose of the
		  program is to provide an accurate and continuing source of data concerning
		  cancer and certain specified precancerous and tumorous diseases, compiling
		  statistics which medical authorities agree would help in the early recognition,
		  prevention, cure, or control of cancer. Staff members are assigned to the
		  state's public health regions and to the central office to review and abstract
		  medical records, and also to train individual hospital-based registrars to
		  submit data. Subsequent lack of funding early in its existence forced the
		  Program to concentrate on four of the state's twelve public health regions. In
		  order to facilitate the analysis of the data which was being collected, the
		  Cancer Registry Program was transferred from the Bureau of Chronic Disease to
		  the Bureau of Epidemiology in May of 1982. The Bureau has recently been renamed
		  the Bureau of Disease Control and Epidemiology.</p>
         <p>In June of 1980, the Board of Health created a Technical Advisory
		  Committee for the Cancer Control Program, composed of nine members selected by
		  the Board, with staggered three-year terms. Composition of the Advisory
		  Committee included a radiotherapist, a pathologist, a medical records
		  administrator, a medical oncologist, a surgeon, an oral surgeon, and three
		  consumer representatives. The Technical Advisory Committee was abolished
		  sometime around 1984.</p>

         <head>Scope and Contents of the Records</head>
         <p>These records consist of administrative records of the Cancer Registry
		  Division of the Texas Department of Health, particularly from 1975 to 1987,
		  with a few undated files. Types of records include interoffice memoranda;
		  report briefs; agenda, minutes, and meeting summaries; reports; budget
		  documents; correspondence with the public and with other state agencies;
		  speeches; copies of legislation and administrative rules; membership lists and
		  mailing lists; interagency contracts; master agreements for federal grants;
		  training materials; brochures; handbooks and handbook revisions; job
		  descriptions and organizational charts; notes; etc. The “report briefs”
		  were used to document telephone conversations, meetings, trips, and other types
		  of contacts, especially with the media. The meetings files apply to Board of
		  Health meetings, staff meetings, supervisors' meetings, and meetings of various
		  professional associations. Types of reports include annual and biennial
		  reports, quarterly reports, quarterly progress reports (summarizing
		  accomplishments and disappointments), trip reports, activity workload reports,
		  monthly statistical program updates, monthly statistical travel reports, and
		  special reports, both narrative and statistical. </p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>
