The Special Supplemental Food Program for Women, Infants and Children (WIC Program ) is a federally-funded program under the authority of the Child Nutrition Act of 1966, Section 17. The program is designed to provide food supplements, health care, and consumer education to eligible women and children who face nutritional risk. It is administered by the U.S. Department of Agriculture (USDA) - Food and Nutrition Service, through regional offices and state agencies. During the time period of these records, the Texas Department of Health Resources administered the program in Texas. The Texas Department of Health Resources (1975-1977) was preceeded and succeeded by the Texas Department of Health.

 Scope and Contents of the Records

Types of records include correspondence, memos, audit workpapers, reports, regulations, and copies of the Federal Register. Records date from 1974 to 1978. Records are concerned with administering the WIC program in Texas and include policy development, U.S. Department of Agriculture (USDA) regulations, and an audit of local WIC programs in Texas that includes food and administrative costs. Policies developed for the Women, Infants and Children (WIC) Program manual by the USDA and sent to the Texas Department of Health Resources include reporting requirements, certification procedures, and calculating administrative costs.
