		<p>Because of the possibility that portions of these records fall under
		  Public Information Act exceptions including, but not limited to, email
		  addresses (V.T.C.A., Government Code, Section 552.137); an archivist must
		  review these records before they can be accessed for research. The records may
		  be requested for research under the provisions of the Public Information Act
		  (V.T.C.A., Government Code, Chapter 552). The researcher may request an
		  interview with an archivist or submit a request by mail, fax, or email
		  including enough description and detail about the information requested to
		  enable the archivist to accurately identify and locate the information
		  requested. If our review reveals information that may be excepted by the Public
		  Information Act, we are obligated to seek an open records decision from the
		  Attorney General on whether the records can be released. The Public Information
		  Act allows the Archives ten working days after receiving a request to make this
		  determination. The Attorney General has 45 working days to render a decision.
		  Alternately, the Archives can inform you of the nature of the potentially
		  excepted information and if you agree, that information can be redacted or
		  removed and you can access the remainder of the records. This restriction

		<head>Agency History</head> 
		<p>The Texas Structural Pest Control Board works to protect the health
		  and welfare of citizens and the environment against the misuse of pesticides,
		  and promotes standards for the industry. Major responsibilities of the Board
		  are promulgating rules and regulations for licensing, examination, and
		  training; administering licensing exams or granting waivers when appropriate;
		  issuing licenses in four categories--business, certified commercial applicator,
		  certified non-commercial applicator, and technician; inspecting pest control
		  work of licensees; investigating allegations of improper application of
		  pesticides or other violations of the Structural Pest Control Act;
		  administering mandatory continuing education for certified applicators; and
		  operating a public information program about the practice and regulation of
		  structural pest control in the state. The Board also acts as the investigative
		  arm of the Environmental Protection Agency (EPA) in Texas by investigating and
		  referring to the EPA violations of the Federal Insecticide, Fungicide, and
		  Rodenticide Act. The Board receives funding from the EPA for carrying out these
		  functions. </p> 
		<p>The Texas Structural Pest Control Board was created by Senate Bill
		  910, 62nd Texas Legislature, Regular Session, 1971. It was originally composed
		  of six members, increasing to nine members in 1979. Ex officio members are the
		  Commissioner of Agriculture and the Commissioner of Health or their
		  representatives, and a representative from Texas A &amp; M University. The
		  remaining six members are appointed by the Governor with the advice and consent
		  of the Senate to six-year overlapping terms. Three of these must have been
		  engaged in professional structural pest control for the preceding five years,
		  each representing a different business; the other three must not be board
		  licensed. The Governor designates the chair. In 2006 there were approximately
		  28 staff members and no formal divisions.</p> 
		<p>In 1993, the 73rd Legislature mandated that an Integrated Pest
		  Management Program (IPMP) be created for schools. The Board has the
		  responsibility for developing standards and criteria for the use of pesticides
		  and other related chemical agents at school buildings and other facilities of
		  school districts. Schools were to adopt an IPMP by September 1, 1995. </p> 
		<p>In 2007 the 80th Legislature abolished the Structural Pest Control
		  Board (House Bill 2458, Regular Session), transferring its functions to the
		  Texas Department of Agriculture (TDA). Pest control functions are now carried
		  out by the Structural Pest Control Service of the Pest Programs Division of
		  TDA. </p>

			 <p>The Texas Structural Pest Control Board works to protect the
				health and welfare of citizens and the environment against the misuse of
				pesticides, and promotes standards for the industry. These are minutes, with
				attachments, of the meetings of the Texas Structural Pest Control Board, dating
				1971-2007. Attachments include letters, lists of administrative penalties
				issued, budget items, executive director's reports, proposed rules, and final
				orders and proposed decisions on cases held by the State Office of
				Administrative Hearings for the Board. Beginning in 1997, meeting agenda are
				filed with these meeting files. Prior to that, they were maintained separately.

				Actions taken at these meetings include discussing proposed changes in rules,
				discussing pest control concerns and techniques, listing approved
