		<p>Because of the possibility that portions of these records fall under
		  Public Information Act exceptions including, but not limited to, home addresses
		  and phone numbers of government employees and officials (V.T.C.A., Government
		  Code, Section 552.117), social security numbers (V.T.C.A., Government Code,
		  Section 552.101), and licensing exam test results (V.T.C.A., Government Code,
		  Section 552.122); an archivist must review these records before they can be
		  accessed for research. The records may be requested for research under the
		  provisions of the Public Information Act (V.T.C.A., Government Code, Chapter
		  552). The researcher may request an interview with an archivist or submit a
		  request by mail, fax, or email including enough description and detail about
		  the information requested to enable the archivist to accurately identify and
		  locate the information requested. If our review reveals information that may be
		  excepted by the Public Information Act, we are obligated to seek an open
		  records decision from the Attorney General on whether the records can be
		  released. The Public Information Act allows the Archives ten working days after
		  receiving a request to make this determination. The Attorney General has 45
		  working days to render a decision. Alternately, the Archives can inform you of
		  the nature of the potentially excepted information and if you agree, that
		  information can be redacted or removed and you can access the remainder of the

		<head>Agency History</head> 
		<p>The Texas Board of Plumbing Examiners was created by Senate Bill 11,
		  50th Legislature, Regular Session, in 1947. It is composed of nine members
		  (original board had six members, increased to nine in the 1980s), appointed by
		  the Governor with the advice and consent of the Senate. One member is to have
		  ten years experience as a master plumber; one a plumbing contractor with five
		  years experience; one a certified journeyman plumber with five years
		  experience; one a licensed sanitary engineer; two members must be building
		  contractors with five years contracting experience--one at home building, the
		  other at commercial building; and one with five years experience as a plumbing
		  inspector. Two members represent the general public. The members elect the
		  chair. </p> 
		<p>The goal of the Board is to protect the public health through an
		  efficient and equitable system of licensing. The Board upholds the Plumbing
		  License Law by examining and licensing master plumbers, journeymen plumbers,
		  and plumbing inspectors. The Board also investigates complaints and visits
		  cities to check licenses. In 1987 the Legislature gave the Board the authority
		  to issue citations for violations of the Plumbing License Law. Until recently,
		  the Plumbing License Law only applied to cities of more than 5,000, but the law
		  encouraged smaller municipalities to voluntarily adopt its provisions and
		  plumbing codes. In 1993, the 73rd Legislature changed the law to require all
		  cities, towns, villages, and owners of public water systems to utilize a
		  plumbing code similar to the state code. Also in 1993, the 73rd Legislature
		  directed the Board, in coordination with the Department of Health, to regulate
		  the installation of piping used to transport gases for medical purposes to
		  safeguard the public against the unintended cross-connection of breathable and
		  lethal medical gases. This Legislature also instructed the Board to issue
		  endorsements to inspect public water systems, valid for three years, to master
		  and journeyman plumbers. Additionally, changes in 1993 included the requirement
		  of six hours of continuing education for all plumbers seeking license
		  renewals.</p> 
		<p> The Board is headed by an administrator, who works with a staff of
		  eighteen. There are three units: Examinations Unit, Fiscal Unit, and Field
		  Services Unit. </p>

				<p>The files include minutes, drafts of minutes, notes, agenda,
				  memoranda, correspondence, resolutions, proposed rules and regulations,
				  proposed legislation, committee reports, topical reports (budget, legislation,
				  inspections, etc.), reports on the evaluation and revision of the plumbing
				  examination, Attorney General opinions, complaints, settlement agreements,
				  orders, photographs, plumbing exam applications, blank exams, form letters,
				  exam statistics, grade sheets, sign in sheets, speaker cards, and an occasional
				  college transcript. These are the meeting files of the Texas State Board of
				  Plumbing Examiners and its standing committees, dating 1947-2000, bulk dating
				  1989-2000. Meeting supporting documents include meeting materials sent to board
				  members for their review prior to meetings along with documents concerning
				  agenda items but not mailed out to board members. Items discussed at the
				  meetings include applications, issuance of plumbing licenses, investigation of
				  violations of the Plumbing License Law, examinations, continuing education,
				  hearings, and changes to rules and regulations. Correspondence includes letters
				  of recommendation from businesses or local governments in support of applicants
				  for plumbing licenses, letters with applicants and licensees, letters with
				  trade unions and trade organizations, the Attorney General's Office, the State
				  Office of Administrative Hearings, and the general public. Most letters are
				  addressed to the administrator of the board. </p> 
				<p>There are two sets of meeting files for the years 1989-1991, the
				  administrator's copy and the file copy. In several instances original materials
				  were found in both sets of files for a meeting, often not duplicated in the
				  other file, so both sets of files were retained. Separate files of meeting
				  agenda are present for 1948-1989. Beginning in May 1989, the agenda are filed
				  with the meeting supporting documents, along with minutes of the previous
				  meeting. A set of drafts (with notes) of meeting minutes exists for
				  1963-1992.</p>

				Board of Plumbing Examiners. Dates covered are 1986-1994 (bulk 1988-1992).
				These are largely copies of outgoing letters sent by the agency Administrator
				to Board members, informing them of upcoming meetings, presenting information
				about current or upcoming issues the Board is considering, informing members
				about legislative or other committee appointments, and about upcoming hearings.
				Attachments to the letters largely consist of copies of agenda for upcoming
				meetings, minutes from previous meetings, or letters sent to the administrator
				from other state officials or agencies. A few letters refer to attachments that
				are not present. Following the central files are individual correspondence
				files of three board members and a chart listing all members of the board from
				1947-1989. Letters of appointment from the governor are present in the
				individual member files, and one also contains photographs of that

			 <p>Because of the possibility that portions of these records fall
				under Public Information Act exceptions including, but not limited to, home
				addresses and phone numbers of government employees and officials (V.T.C.A.,
				Government Code, Section 552.117), an archivist must review these records
				before they can be accessed for research. The records may be requested for
				research under the provisions of the Public Information Act (V.T.C.A.,
				Government Code, Chapter 552). The researcher may request an interview with an
				archivist or submit a request by mail, fax, or email including enough
				description and detail about the information requested to enable the archivist
				to accurately identify and locate the information requested. If our review
				reveals information that may be excepted by the Public Information Act, we are
				obligated to seek an open records decision from the Attorney General on whether
				the records can be released. The Public Information Act allows the Archives ten

				General has 45 working days to render a decision. Alternately, the Archives can
				inform you of the nature of the potentially excepted information and if you
				agree, that information can be redacted or removed and you can access the
