Agency History

The Texas Postwar Economic Planning Commission was created in 1943 by House Concurrent Resolution 33, 48th Texas Legislature, Regular Session. This commission was a temporary agency (1943 to 1949) that operated during and after World War II. Its role was to "make a study of postwar economic problems; cooperate with other groups, local, state, and national, also studying this subject; invite and consider suggestions from interested individuals; make reports of its deliberations to the public; make recommendations to public officials; and formulate policies for an orderly transfer of persons in the armed forces, auxiliaries, and war industries to peacetime employment."

The commission was composed of 31 members from various business, industry, and professional associations; regional chambers of commerce; one member from the Texas House of Representatives; one from the Texas Senate; and four at-large members. Members were appointed by the governor with one designated as chairman. An acting director was employed to handle the administration of the commission. To assist in carrying out its objectives, the commission appointed several committees to conduct studies, gather information, and report back to the commission. These were the committees on Agriculture, Aviation, Education, Military Affairs (identical with the State Military Affairs Committee appointed by Governor Coke R. Stevenson), and an executive committee. Additionally, the commission worked with a nationally organized group, the Committee on Economic Development (CED). This committee already had established local planning committees in several Texas counties and the commission used data gathered by them for its studies. In counties without such CED committees, the commission worked with city/county leaders to establish postwar planning groups.

Material was gathered from a variety of sources, including local, state, and federal agencies; various associations and organizations; similar planning agencies or organizations in other states; and businesses and industries in Texas. The commission prepared an interim report in 1944 which detailed the work it had done to that point, discussed future objectives, and outlined several industry and recreation recommendations. The commission stated in its interim report that it intended to disband by December 31, 1948. A letter in one of the files, dated November 16, 1949, states the commission was no longer functioning.

Scope and Contents of the Records

The Texas Postwar Economic Planning Commission (PWEPC) was a temporary agency created in 1943 (House Concurrent Resolution 33, 48th Texas Legislature, Regular Session). The commission's role, under Acting Director Hall Logan and Chairmen Gibb Gilchrist and his successor A.P. Rollins, was to study World War II postwar economic problems and formulate policies for the transition of Armed Forces personnel to peacetime employment. Types of materials present include commission and committee minutes and agenda - both PWEPC committees and the Committee for Economic Development; correspondence; memoranda; reports; working papers and a draft for the interim report; legislation; articles from magazines and journals; clippings; membership rosters; mailing lists; and financial materials, 1943-1949, bulk 1943-1945. These records reflect the actions of the commission with materials concerning the manpower situation at the time and job prospects for returning veterans; community development, including assisting communities with postwar planning issues and public works projects; economic development, especially in the fields of agriculture, forestry, fishing, minerals, and recreation; conservation of natural resources; establishing and/or expanding businesses and industries; needed expansion of the education system; further development of the aviation industry, including better rate structures; rehabilitation of veterans; veterans insurance; and acquisition and use of surplus war properties.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

The Texas Postwar Economic Planning Commission (PWEPC) was created in 1943 (House Concurrent Resolution 33, 48th Texas Legislature, Regular Session) as a temporary agency with Hall Logan as acting director or chairman. The commission's role was to study postwar economic problems and formulate policies for the transition of Armed Forces personnel to peacetime employment. The acting director's files consist of minutes and meeting agenda for some commission meetings, membership lists, copies of memoranda sent primarily to commission members or county postwar planning organizations, statements of recommendations made by committees of the commission, reports, bulletins and newsletters, pamphlets, copies of articles, and reports sent in by other states regarding their postwar economic and employment plans. Records date 1943-1949, bulk 1943-1945.

Dates covered are 1943-1948, bulk 1943-1945.
