Agency History

The Texas Council on Marine-Related Affairs (TCMRA) was established by the 62nd Legislature following a study undertaken by the Interim Committee on Oceanography appointed in 1969 by the Texas House of Representatives, House Simple Resolution 381, 61st Legislature. The purpose of this interim Committee was to study the feasibility of creating an institute of oceanography in the state. Such an institution would provide advanced studies in the field of oceanography, thus enabling Texans to make full use of their coastal and marine resources. In order to make this determination, a major survey of marine-related affairs in Texas was conducted. As a result of its survey, the Committee recommended the creation of a council on marine-related affairs to augment the functions of state government concerning marine matters. It also recommended more studies be done before deciding if a state oceanographic institute was needed.

In 1971, the 62nd Legislature, through House Bill 483, created the Texas Council on Marine-Related Affairs. In order to assist the newly established Council, the House passed House Simple Resolution 571 (62nd Legislature), creating an Interim Study Committee on Coastal and Marine Resources. This Committee worked with and supported the TCMRA, serving as a liaison with the Interagency Natural Resources Council of the Governor's Office, conducting research, and providing other supportive services.

The Texas Council on Marine-Related Affairs was composed of 12 members. The Governor, Lieutenant Governor, and Speaker of the House each appointed four members, one each to represent government, education, commerce and industry, and the public. Members served six-year overlapping terms. A chair was elected by the Council, and an Executive Director was appointed by the Council to handle the administrative duties of the TCMRA. Legislation was passed in 1973 (Senate Bill 327, 63rd Legislature) which changed the name of the Council to the Texas Coastal and Marine Council (TCMC), and increased Council membership to 16 members--four more government representatives were appointed, two each by the Lieutenant Governor and the Speaker.

The Texas Coastal and Marine Council served as an advisory body to assist in the comprehensive assessment and planning of coastal resources management and other marine concerns in the state. The Council brought together groups with similar interests, focused legislative attention on the issues, and suggested remedies which were carried out by the appropriate state agencies. The Council gathered evidence, held and participated in public hearings, and heard testimony in order to accomplish its goals; accepted grants and gifts from any source; and reported its findings to the legislature. The Council maintained a liaison relationship with various branches and agencies in the federal government in order to assist the state in making use of federal funds, facilities, and programs relating to marine affairs.

The Council established several committees to conduct or oversee specific responsibilities: the Executive Committee, Rules and Procedures Committee, Artificial Reef Committee, Navigation Committee, Navigation Financing Committee, Fisheries Committee, and the Coastal Erosion Committee. The Council maintained a small staff and used other state agencies and outside consultants to conduct much of the research, studies, and projects undertaken by the Council.

The Council worked on a number of issues in coastal and marine affairs for the state, including superports and the establishment and support of the Texas Offshore Terminal Commission; artificial reefs, especially the acquisition of Liberty Ships for use as artificial reefs; coastal public land management legislation; federal Coastal Zone Management Act, developing guidelines for implementing the act; groundwater management; insurance and disaster relief for coastal residents; hurricane awareness; hurricane resistant building standards; marine transportation; marine sanctuaries; beach management; coastal erosion; oil spills; and commercial fisheries.

Following the recommendations of the Sunset Advisory Commission, the Texas Coastal and Marine Council was abolished September 1, 1985.

This series contains the minutes, meeting transcripts, papers and reports discussed, reference materials, public attendance cards, and tapes of the Council meetings and some committee meetings. These records are the meeting files of the Texas Council on Marine-Related Affairs (TCMRA), Texas Coastal and Marine Council (TCMC) and some committee meetings. Records are dated 1972-1985 and undated. The Council was required to meet quarterly, and special meetings were called when necessary. Many of the Council meetings were public meetings and some were referred to as public hearings as well as public meetings. No distinction has been made here between the meetings and hearings.

These records are audiocassette tapes of some Texas Coastal and Marine Council (TCMC) hearings/meetings, 1973. A reel-to-reel tape of a CRMP (Coastal Resources Management Program?) hearing in 1972 is also present. Most of the Meeting files series contain tapes of the Council meetings or hearings. Some of the tapes here may be duplicates. Dates covered are 1972-1976. The tapes discuss various coastal zone management topics, including one tape on the Gulf Intracoastal Waterway. A number of tapes are located in the last series, Miscellaneous materials. The tapes in that series are poorly identified and may concern Council or committee meetings or hearings.

These records are the files of individual Texas Coastal and Marine Council members, reflecting their activities on the Council, containing incoming and outgoing correspondence and memorandums; other materials may include attendance records, biographical sketches, letters of appointment, oaths of office, press releases, and photographs. Files are dated 1972-1985. The first file in the series contains notices and letters concerning the appointment of Council members, and some oaths of office. All the Council members, with one or two exceptions, seem to be represented.

Materials found in the files include reports, studies, proposals, federal and state legislation, hearing transcripts, minutes or proceedings of various organizations and some Texas Coastal and Marine Council (TCMC) committee meetings, correspondence, memorandums, notes, publications--including newsletters and journals of organizations, clippings, maps, occasional photographs, and membership lists of Council committees. Files cover the years 1968-1984 and undated and contain materials which pertain to studies and projects undertaken by the Council or by other groups--state and federal agencies and other organizations, and materials gathered for reference or research use by the Council and its committees. Files may be titled by topic or organization. Topics covered include coastal zone management, mariculture, fisheries management, the outer continental shelf, the Gulf Intracoastal Waterway, wetlands, artificial reefs, fresh water inflows, barrier islands, beaches, water resources development, spoil disposal, hazardous waste and solid waste disposal, oil spills, marine sanctuaries, commercial fishing, hurricane and other disaster preparedness, coastal building standards, and other subjects. Some general files, largely concerning Council committees, were interfiled among the projects and studies materials, such as mailing and membership lists of committees, and letters supporting TCMC to the Sunset Commission.
Some attempts have been made to assist the researcher in clarifying folder titles. Dates have been added to those titles not containing dates, and abbreviated titles and acronyms have been spelled out.
Arrangement
The materials were foldered in two groups, the only obvious difference being the foldering system. Dates overlap and the topics are the same, so one group may have been someone's office files. The integrity of these groups has been maintained and materials arranged as received.

This series consists of incoming and outgoing letters and memoranda. Materials generally date from 1980-1985, with a few letters dating from 1978. Letters were addressed either to the Executive Director or to individual members of the Texas Coastal and Marine Council. Memoranda were generally addressed to Council members from the Executive Director. No correspondence is present prior to 1978. Topics discussed include Council or Committee meetings, coastal and/or marine projects or studies the Council was working on, legislation, state and federal activities related to the Council's interests, and routine matters, such as Council itinerary and acknowledgements.

These records are general files of state agencies, containing largely correspondence and memoranda, also newsletters and other printed materials; dealing with policies, procedures, and other administrative and fiscal matters handled by the agencies. Materials are dated 1972-1985. A few files of associations and the U.S. Congress are present, generally concerning financial matters. Also present are a few general correspondence files--dealing with administrative matters, promotions, fund drives, etc. Files are usually titled by the agency, with some titled by the policy/procedure.
Arrangement
There are several groups of files. The earliest files are alphabetical state agency files, 1972-1985, and these are arranged by agency. Following these are another group of alphabetical state agency files, dating generally 1979-1982, some 1978 and 1983-84. Next are fiscal year files of state agencies, FY 83 - FY 85. Finishing the subseries are files of associations or the U.S. Congress, dating in the mid 1980s.

This series consists of a list of Texas Civil Defense Directors/Coordinators, and cassette tapes of the Texas Coastal and Marine Council. Dates covered are ca. 1973-1985.
