are research files of background information concerning the creation of the
Commission's objectives compiled by the Workers' Compensation Commission. These
research files include copies of the objectives of the Commission's
predecessor, the Texas Industrial Accident Board. The Workers' Compensation
Commission, in taking over many of the duties and responsibilities of the
Industrial Accident Board, made revisions and updates to the Board's objectives
for use by the Commission. |

The Texas Industrial Accident Board, created in 1917 to administer
workers' compensation laws in Texas, ceased operation on March 31, 1990, and
its authority was assumed by the newly established Texas Workers' Compensation
Commission. The Texas Workers' Compensation Act significantly reformed the
workers' compensation system by replacing litigation with administrative
review. The 1989 law provided compensation and medical care for workers, or
their survivors, when death or disability results from a work-related injury or
disease. The commission is quasi-judicial in that it seeks to resolve disputes,
conducts hearings, and makes awards. The policy-making body of the agency is a
six-member commission appointed by the governor with the advice and consent of
the senate. Three members must be employers of labor and three must be wage
earners. The membership must represent various geographic areas of the state.
Lobbyist restrictions apply. These are nonsalaried positions, and the members
elect the chair.

Types of records present include reports, statistics, and annotated
copies of the Texas Workers' Compensation Commission objectives dating from
1961 to 1988. Records present are research files of background information
concerning the creation of the Commission's rules compiled by the Workers'
Compensation Commission. These research files include copies of the objectives
of the Commission's predecessor, the Texas Industrial Accident Board. The
Workers' Compensation Commission, in taking over many of the duties and
responsibilities of the Industrial Accident Board, made revisions and updates
to the Board's objectives for use by the Commission. Objectives are concerned
with, for example, gifts, grants, and donations; reducing medical costs;
rehabilitation; settlements and agreements; standards for attorneys and
insurance companies; employee reports of safety violations; appeals procedures;
calculation of death benefits; and notices to employers of injury or
occupational diseases. Copies of the original versions of the Industrial
Accident Board's objectives are contained in the folders. Copies of the
Commission's revised versions of those objectives are stapled to the front of
each folder
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.
