Agency History

The Texas Executive Council of Physical Therapy and Occupational Therapy Examiners was created by the 73rd Legislature in 1993 to provide administrative oversight over the boards that license the state's physical therapists and occupational therapists. Under the legislation, the Texas State Board of Physical Therapy Examiners and the Texas State Board of Occupational Therapy Examiners (formerly the Texas Advisory Board of Occupational Therapy) retain their separate licensing functions while transferring their administrative, consumer protection, and statutory review functions to the new executive council.

The Board of Physical Therapy Examiners, established in 1971, examines and licenses physical therapists and physical therapist assistants. As of 1993, it also has the power to register and regulate physical therapy facilities. The board is authorized to revoke or suspend licenses and to reprimand or place on probation a licensed practitioner who violates the Texas Physical Therapy Practice Act or the rules adopted by the board. This board is composed of nine members, appointed by the governor with the advice and consent of the senate for overlapping six-year terms. Six members must be licensed physical therapists, and three members must represent the general public. These are nonsalaried positions, and members elect the chair.

The Board of Occupational Therapy Examiners was created in 1983 as the Texas Advisory Board of Occupational Therapy, administered by the Texas Rehabilitation Commission. The board licenses occupational therapists and occupational therapy assistants; monitors occupational therapy services to ensure compliance with the Texas Occupational Therapy Title Act; investigates complaints and imposes disciplinary actions; and establishes criteria for continuing education requirements for licensed occupational therapists. This board is composed of six members, appointed by the governor with the advice and consent of the senate for overlapping six-year terms. Three members must be licensed occupational therapists, one member must be a licensed occupational therapy assistant, and one member must represent the general public.
