		<head>Agency History</head> 
		<p>In 1856, the Texas Legislature created the Asylum for the Blind, which
		  enrolled seven boys in its first class, taught by two teachers and meeting
in a
		  rented residence in Austin. They eventually moved into a building on 19th
		  Street and East Avenue. This site was transferred to the University of
Texas in
		  1925, becoming the <emph render="doublequote">Little Campus.</emph> The
Asylum
		  for the Blind became known as the Texas Institution for the Blind (also
		  referred to as the Blind Institute) in 1905, and finally the Texas School
for
		  the Blind in 1915. In this latter year, the Legislature appropriated funds
to
		  build a new campus on 73 acres of land in northwest Austin, donated by the
		  citizens of Austin. This is the present location (1100 West 45th Street),
		  occupied by the new School in 1917. In 1919, the 36th Legislature created
the
		  Board of Control (Senate Bill 147). This three-member board replaced the
boards
		  of governors of each of the state's eleemosynary institutions, including
the
		  Board of Trustees of the School for the Blind. In 1951, the 52nd
Legislature
		  (House Bill 378) placed the School for the Blind under the Board for Texas
		  State Hospitals and Special Schools. The 53rd Legislature (1953)
transferred
		  the School for the Blind to the State Board of Education (Senate Bill
119/House
		  Bill 128). And in 1965, the Legislature placed the School for the Blind
under
		  the direction of a Central Services Agency for Special Schools for the
Blind
		  and the Deaf, still under the State Board of Education.</p> 
		<p>The Texas School for the Blind is currently governed by a nine-member
		  board appointed by the Governor for six-year terms. Three of the members
must
		  be blind, three must be parents of blind persons, and three must have had
		  experience in working with the blind. The board is the equivalent of the
board
		  of trustees of an independent school district: it appoints an executive
		  director or superintendent to administer the school, and all actions of the
		  board may be appealed to the State Board of Education (Texas Education Code
		  Annotated, Sections 11.06-11.091).</p> 
		<p>In 1887, the 20th Legislature created the Texas Institute for Deaf,
		  Dumb and Blind Colored Youths, to occupy a 100-acre tract four miles
northwest
		  of the State Capitol, just east of what became Camp Mabry. The first class
had
		  nine blind students and eight deaf students, taught by one teacher apiece.
		  Enrollment had climbed to 125 by 1912, with a faculty of 11. The governing
body
		  was a three-person Board of Trustees. In 1930, black orphans began to be
		  admitted to the newly designated Deaf, Dumb and Blind Asylum for Colored
Youths
		  and Colored Orphans. Three more name changes followed: in 1943, to the
State
		  School for Deaf and Blind Negro Children; in 1947, to the Texas Blind, Deaf
and
		  Orphan School; and in 1965, to the Texas Blind and Deaf School (finally
placed
		  under the Texas Education Agency). With desegregation in 1966, black
students
		  were merged with white students in the Texas School for the Blind and the
Texas
		  School for the Deaf respectively.</p>

				incoming correspondence, mostly from 1903 to 1930, is rather sparse and
				includes such things as applications for employment and letters of
				recommendation; guardianship papers; bids, specifications, bonds, and
contracts
				for construction and maintenance work on the buildings and grounds; letters
				from parents and from former students; etc. Of special interest is a
shoebox
				full of letters received, and copies of letters sent, by a student, Evelyn
				Werline, 1927-1929. In addition, there are reminiscences by Mr. Caryl J.
				Watkins of Sydney, Australia, 1984-1989, relating to his aunt Juliette A.
				Wright (a former teacher at the Texas School for the Blind) and William E.
				Allen (later Superintendent of the School).</p>

				by the Texas School for the Blind dating 1881-1942, 1973-1974. Four of
these
				are account ledgers covering the years 1881-1913, which itemize receipts
and
				expenditures (debit and credit transactions), arranged chronologically, and
				then by subclass of the appropriation (e.g., salaries of administrators,
				faculty, and staff; clothing; groceries and provisions; transportation;
				repairs; miscellaneous). An account ledger dated 1913-1916, which is
indexed,
				is arranged by student, and typically has the entry 
<emph render="doublequote">To Cash</emph> under the debits, and 
				<emph render="doublequote">By Dep[osit]</emph> under the credits. Eleven
cash
				books cover nearly three decades (1914-1916, 1919-1923, 1926-1928,
1930-1942),
				with some gaps; they itemize cash transactions, both debit and credit,
under
				the following headings: pupils, boys' industrial department, girls'
industrial
				department, junk, miscellaneous, and appropriations. Three of the volumes,
				covering 1936-1941, contain a daily listing of needed groceries, with
prices
				from two or three sources, and a checkmark to indicate the lowest. There is
a
				volume dating 1902-1905, of <emph render="doublequote">Accounts with pupils
for
				cash, uniforms, etc.</emph> A volume of clothing accounts, 1907-1910,
includes
				sizes of clothing for each student. A large Record of Supplies Received,
				1913-1914, gives date, firms delivering supplies, articles delivered,
quantity
				delivered, price, value, order number, and date approved. An accounts
volume
				dated 1927-1932 apparently covers the entire Board of Control, including
other
				institutions besides the Texas School for the Blind. Two warrants
registers,
				1932-1936, list date, payee, warrant number, and amount. A cash book,
				1937-1940, lists mainly pupils, under debit and credit. And finally, a
volume
				of Student Accounts, 1973-1974, arranged alphabetically by student's name,
				gives name, address, date, explanation, purpose, amount, sales slip, stub,
				debits, credits, and balance.</p>

			 <p>The annual report is the 1899 Annual Report for the Institute for
				the Deaf, Dumb and Blind Colored Youths. </p> 
			 <p>The volume, labeled the Register of the Texas Deaf and Blind
				Institute for Colored Youths, 1925-1965, lists date, name, residence, and
				remarks (either the name of the parent/guardian, or the date the student
				graduated, withdrew, etc.). The register is broken down by Department
(Blind
				and Deaf), and therein by sex.</p> 
			 <p>There is a ten-page section titled <emph render="doublequote">History of
the Texas Institute for Deaf, Dumb and Blind
				Colored Youths</emph>, included in a volume edited by Edward Allen Fay, 
				<emph render="italic">Histories of American Schools for the Deaf,
				1817-1893</emph>, Volume II: <emph render="italic">Public Schools in the
United
				States</emph>, published in 1893.</p> 
			 <p>Finally, there is a memo originating from the Texas School for the
				Deaf, 1989, which provides <emph render="doublequote">an incomplete list of
				dates gleaned from historical documents and articles</emph> concerning the
				Texas School for the Deaf and the Texas Institute for Deaf, Dumb and Blind
				Colored Youths (1856-1985).</p>

			 <p>In 1887, the 20th Legislature created the Texas Institute for
				Deaf, Dumb and Blind Colored Youths, to occupy a 100-acre tract four miles
				northwest of the State Capitol, just east of what became Camp Mabry. The
first
				class had nine blind students and eight deaf students, taught by one
teacher
				apiece. Enrollment had climbed to 125 by 1912, with a faculty of 11. The
				governing body was a three-person Board of Trustees. In 1930, black orphans
				began to be admitted to the newly designated Deaf, Dumb and Blind Asylum
for
				Colored Youths and Colored Orphans. Three more name changes followed: in
1943,
				to the State School for Deaf and Blind Negro Children; in 1947, to the
Texas
				Blind, Deaf and Orphan School; and in 1965, to the Texas Blind and Deaf
School
				(finally placed under the Texas Education Agency). With desegregation in
1966,
				black students were merged with white students in the Texas School for the
				Blind and the Texas School for the Deaf respectively.</p>
