Agency History

The Joint Advisory Committee on Government Operations, established by Senate Bill 319 of the 64th Texas Legislature, was directed to: 1) examine and evaluate the organization and methods of operation of state government; 2) develop proposals for improving the structure of state government; 3) recommend policies to minimize creation of new departments and agencies and to control growth of existing departments; and 4) recommend suspension of programs that duplicate and exceed in cost those services offered by private business. On January 10, 1977 the Committee reported its findings and recommendations to the Governor and the 65th Legislature.

The Committee was chaired by Lieutenant Governor William Hobby and composed of 17 other members - legislators and private citizens. It divided itself into seven subcommittees to study specific areas of government. Agencies were asked to supply background and fiscal data on their functions and additional information was solicited through questionnaires, public hearings, and site visits. The public was also invited to comment.

After 13 months the Committee submitted 113 recommendations and proposed legislation needed to implement some of these.

Scope and Contents of the Records

Records of the Texas Joint Advisory Committee on Government Operations include background and research data, staff papers, minutes, public hearings, drafts of reports, final reports, and proposed legislation. Files date from 1975 to 1977. Also included are publications of the Committee and the subcommittees and tapes of hearings.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

Restrictions on Access

Because of the possibility that portions of these records fall under Public Information Act exceptions, an archivist must review these records before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (V.T.C.A., Government Code, Chapter 552). The researcher may request an interview with an archivist or submit a request by mail, fax, or email including enough description and detail about the information requested to enable the archivist to accurately identify and locate the information requested. If our review reveals information that may be excepted by the Public Information Act, we are obligated to seek an open records decision from the Attorney General on whether the records can be released. The Public Information Act allows the Archives ten working days after receiving a request to make this determination. The Attorney General has 45 working days to render a decision. Alternately, the Archives can inform you of the nature of the potentially excepted information and if you agree, that information can be redacted or removed and you can access the remainder of the records.
