The 71st Legislature, First Called Session, 1989, created the Old San
Antonio Road Preservation Commission, (Senate Concurrent Resolution 2), to
coordinate a year-long observance in 1991 of the 300th anniversary of the
founding of the state's oldest thoroughfare established by Europeans and to
suggest ways of preserving the history of the road. An additional charge
included the encouragement of the tourist industry along the corridor. The
Commission was made up of five gubernatorial appointments plus statutory
membership from four state agencies: Texas Department of Transportation, Texas
Historical Commission, Texas Parks and Wildlife Department, and Texas
Department of Commerce. Dr. Archie P. McDonald was elected chairman of the
commission at the organizational meeting in December 1989.
Each of the four member state agencies contributed to sharing the
workload of the commission. The Texas Historical Commission, with Ms. Nancy
Kenmotsu, served as coordinator for all meetings of the commission, coordinated
and conducted a Caravan of the commission along the route of the Old San
Antonio Road (OSR) in April 1991, promoted the OSR at conferences and through a
display in the Capitol Rotunda, and produced press releases for various events
in local communities. The Texas Department of Transportation prepared a report
on the historical route(s) of the Old San Antonio Road, recommended a program
for preservation, and constructed a series of information panels to be placed
along the OSR. The Texas Parks and Wildlife designed certificates and awards,
arranged a National Park Service presentation on national trails, and
participated in and hosted the commission's Caravan. The Department of Commerce
conducted site inspections on the Caravan, generated press releases,
distributed a brochure entitled El Camino Real in
their press kits, and performed community assessment of the tourism potential
of the OSR. The commission was renewed by the 72nd Legislature in 1991 and
ceased operations in July 1993.

otherwise the records date from 1988-1993. Records are from Ms. Nancy Kenmotsu
of the Texas Historical Commission and reflect her activities on behalf of the

coordinator for the commission and as organizer of the commission's caravan
tours of the Old San Antonio Road in 1991 and 1992 . Records of the
commission's meetings include minutes, agenda, correspondence and cassette
tapes. Other records relate to commission administration, increasing the public
awareness of the tricentennial celebration of the Old San Antonio Road, and
promotion of local communities and events along the route.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.

The records have been divided into five categories and are arranged in
the following order: administration, meeting files, subject files, caravan
tours, and community event files. The meeting files are in chronological order;
the community event files in alphabetical order. In the other three categories
the records are filed as received. |
