		  Texas Department of Mental Health and Mental Retardation (MHMR) consist of two
		  volumes of printed monthly population census reports of residents at state
		  mental hospitals, clinics, and schools for the mentally retarded run by MHMR.
		  The reports begin in October in 1965 and go through April 1972. The reports are
		  monthly tabulations of the patient populations at state mental hospitals and
		  schools for the mentally retarded, the number of cases at mental health
		  clinics, and applications for admission to state schools for the mentally
		  retarded. </abstract>

         <head>Agency History</head>
         <p>The Texas Department of Mental Health and Mental Retardation (MHMR)
		  was established in 1969 by the 59th Legislature (House Bill 3). It replaced the
		  Board for Texas State Hospitals and Special Schools. The department is governed
		  by the Texas Board for Mental Health and Mental Retardation, a nine-member
		  board appointed by the governor with Senate approval, to six-year overlapping
		  terms. The board chair is appointed by the governor. Administration of the
		  department is through the Commissioner of Mental Health and Mental Retardation,
		  appointed by the board. The commissioner appoints Deputy Commissioners for
		  Mental Health, Mental Retardation, and Community Services. These individuals
		  administer the programs and facilities in their respective fields.</p>

         <head>Scope and Contents of the Records</head>
         <p>These records of the Texas Department of Mental Health and Mental
		  Retardation (MHMR) consist of two volumes of printed monthly population census
		  reports of residents at state mental hospitals, clinics, and schools for the
		  mentally retarded run by MHMR. The reports begin in October in 1965 and go
		  through April 1972. These reports were first compiled by the Department of
		  Biometrics of MHMR, later by the Office of Data Processing, and last by the
		  Office of Program Analysis and Statistical Research. The reports are monthly
		  tabulations of the patient populations at state mental hospitals and schools
		  for the mentally retarded, the number of cases at mental health clinics, and
		  applications for admission to state schools for the mentally retarded. These
		  reports include admissions, transfers, discharges, average daily census, and
		  total populations of state mental hospitals at Austin, Big Spring, Rusk, San
		  Antonio, Terrell, Wichita Falls, Kerrville, and Rio Grande and for state
		  schools for the mentally retarded at Abilene, Austin, Denton, Lufkin, Mexia,
		  Richmond, and the Travis school in Austin. For state mental health clinics at
		  Dallas, Fort Worth, Rio Grande, Austin, Big Spring, Terrell, San Antonio,
		  Wichita Falls, and Rusk the reports include totals for additions and
		  dispositions of cases, number of patients treated and visited, total referrals,
		  and number of new cases.</p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>
