Agency History
The passage of the Texas State Bank Law in 1905 allowed the issuance
of state charters for banks. To regulate these new state banks, the 30th
Legislature created the Texas Department of Insurance and Banking in 1907. The
31st Legislature, 2nd Called Session, added the State Banking Board for
additional supervision in 1909. In 1923, the 38th Legislature, 2nd Called
Session, created a separate Department of Banking, headed by a Commissioner of
Banking. The Department inspected each bank on a regular basis, usually through
on-site examinations. The purpose of these inspections was to instill public
confidence in the banking system and provide stability and soundness to the
industry.
Scope and Contents of the Records
The records are financial condition statements, 1909-1946, used by
the Texas Department of Banking to monitor and record the financial conditions
of three types of financial institutions: banks and bank and trust companies,
savings banks, and loan and brokerage companies. The records detail the
resources and liabilities of each institution. There are four groups of
volumes. First, there are nine volumes monitoring the financial condition of
banks and bank and trust companies from 1909-1925. Second, are two volumes for
statements of condition of savings banks, 1911-1928. Third, are published
statements for loan and brokerage companies, 1928-1937. Last, are three
miscellaneous volumes: a list of officers and directors of state banks, dates
of bank examinations by the Department of Banking from 1914-1946, and claims
against the Depositors' Guaranty Fund in liquidation actions from 1931.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.
