Agency History
On September 30, 1983, Texas Governor Mark White, Lieutenant Governor
William Hobby, and Speaker of the House Gib Lewis announced the creation of the
Task Force on Indigent Health Care. This Task Force was designed to examine the
problems of providing health care to indigent Texans, and to make appropriate
recommendations to the 69th Legislature. The Task Force was assigned five areas
of study and action: determining eligibility criteria for indigents, defining
the scope of services, developing an administrative structure to implement the
programs, developing methods of finance, and recommending a pilot program
approach for 1985-1986. The 75 members of the Task Force included elected
officials (who formed the Executive Committee), health care providers,
administrators, and citizen consumers. As a result of the Task Force's
recommendations, the 69th Legislature passed a number of laws aimed at
reforming indigent health care.
Scope and Contents of the Records
Types of records include reports, research papers, speeches, copies of
laws, magazine and journal articles, and newspaper clippings. The records date
from 1977 to 1985. These records are the data files compiled by the Texas Task
Force on Indigent Health Care to do research on health issues affecting
indigent care. Most of these records are printed or from published sources;
there are few original records. These research materials were gathered from a
number of sources on a wide range of health care topics. Records include
in-house reports prepared by the staff of the Task Force, such as
National and Texas Health Statistics and
Administration of Texas Medicaid Program. Other
records collected by the Task Force were prepared by the Department of Health,
the Sunset Advisory Commission, the Department of Public Welfare, and other
State of Texas agencies. Records were also gathered from private groups in
Texas, such as the Women's Council of Dallas County, and from private and
government sources in other states and nationally.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.
Arrangement of the Records
These records are divided into categories of Texas Data,
National Data,
and State Data (from states other than Texas).
There is also one box of records on Financing and
one box of miscellaneous records which includes every category mentioned plus
some bibliographies. Inside each of these categories the records are
unorganized.
