The Texas Department of Mental Health and Mental
Retardation (MHMR) was established in 1965 to conserve the
mental health of Texas citizens. MHMR provides a broad
range of services to the mentally impaired citizens through
the operation of eight mental hospitals, the Waco Center
for Youth, thirteen state schools, five state centers, and
one rehabilitation and recreation center. The policymaking
body of the department is a nine-member board appointed by
the governor with concurrence of the senate. The board
appoints a commissioner to administer the agency. The
Design and Construction Section is responsible for the
physical plants of the various schools and hospitals. The
Section is part of the Central Office, directed by the
commissioner and the executive staff.
Types of records include construction estimates,
bid proposals, building specifications, correspondence,
blueprints, supply catalogs, project cost report forms, and
inspection reports. Records consist of the construction
files retained by the Design and Construction Section of
the Texas Department of Mental Health and Mental
Retardation (MHMR) from maintenance, renovation, and
construction projects of the state hospitals and schools
under its care. These records date from 1966 to 1973. The
physical facilities are located across the state from Big
Spring to Rusk and Amarillo to Austin. Types of
construction work represented in these files range from
construction of new buildings and installation of air
conditioning systems to reroofing, painting, boiler repair,
and demolition of buildings. The records are very detailed
revealing costs, quantity and types of materials used,
contract figures, change orders, unpaid claims, and weekly
inspection reports of projects by MHMR staff.
To prepare this inventory, the described materials
were cursorily reviewed to delineate series, to confirm the
accuracy of contents lists, to provide an estimate of dates
covered, and to determine record types.
