Agency History
The Texas Savings and Loan Department was created as a separate state
agency in 1961 by the 67th Legislature, House Bill 91 for the purpose of
regulating the savings and loan industry in Texas. The policymaking body of the
department is the nine-member Finance Commission of Texas, appointed by the
governor with concurrance of the senate for overlapping six-year terms. The
Finance Commission is primarily responsible for the administration of the
Banking Department, Consumer Credit Commission, and Savings and Loan
Department. The Finance Commission appoints the commissioners of the respective
departments, approves the budget of the Texas Savings and Loan Department, and
with the savings and loan commissioner, promulgates the rules for the
department. The Savings and Loan Department, operating under the policies and
supervision of the Finance Commission, is responsible for approving
applications for state-chartered savings and loans, examining all
state-chartered savings and loan associations, and monitoring those
associations with problems.
Prior to 1913, Texas savings and loan associations were chartered by
special acts of the legislature but were not regulated separately from other
corporations. In 1913, the legislature required the incorporation and
regulation of associations, and it placed them under the commissioner of
insurance and banking. In 1923, the legislature separated the Department of
Banking from the Department of Insurance and Banking. In 1929, the legislature
revised the Texas savings and loan laws and placed the regulation of savings
and loan associations under the control of the Department of Banking. The
Department of Banking retained this regulatory control until the Savings and
Loan Department of Texas was created in 1961 and placed under the
administrative control of the Finance Commission.
Scope and Contents of the Records
Records consist of one charter logbook with entries dating from 1914
to 1985 of the Texas Savings and Loan Department and twenty volumes containing
official reports of conditions of building and loan associations in Texas dated
1929-1939. Also present are a fractional number of loose sheets dating from
1961 to 1968 detailing a schedule for investigating associations applying for
either charter or branch. The records also include amendments and proposed
amendments to rules and regulations affecting the savings and loan industry of
Texas together with related correspondence, notices, memoranda, newsclippings,
minutes and transcripts of meetings. These record range in date from 1957 to
1981 and document the promulgation of rules for the Texas Savings and Loan

Detailed Description of the Records
Charter logbook,

This series consists of a single charter book of building and loan
associations with entries dating from 1914 to 1985 of the Texas Savings and
Loan Department. For each association the charter book records a charter
number, the date the charter was filed, the name of the association, the town
or city and county in which it is located, and information regarding the
associations' certificate of approval, authorized capital stock, amended
by-laws and remarks. Any subsequent name changes of the associations are also
recorded.
Arrangement
Logbook entries are chronological.
