1983 and generated by the Commissioner of the Texas Department of Mental Health
and Mental Retardation (MHMR), by deputy commissioners, by the superintendents

state, by state legislators, and by the public, as well as by numerous
committees, task forces, work groups, councils and boards. Records contain
files pertaining to all divisions of the MHMR. A wide and diverse range of

Agency History
The Texas Department of Mental Health and Mental Retardation (MHMR)
was established in 1969, by the 59th Legislature, House Bill 3. It replaced the
Board for Texas State Hospitals and Special Schools. The department is governed
by the Texas Board of Mental Health and Mental Retardation, a nine-member board
appointed by the Governor with Senate approval, to six-year overlapping terms.
The Board chair is appointed by the Governor. Administration of the Department
is through the Commissioner of Mental Health and Mental Retardation, appointed
by the Board. The Commissioner appoints Deputy Commissioners for Mental Health,
Mental Retardation, and Community Services. These individuals administer the
programs and facilities in their respective fields.
The Department emphasizes continuity of care for the mentally retarded
and mentally ill, while deemphasizing institutionalization. It operates
facilities providing vocational training and evaluation, counseling, day
programs, recreation programs, experimentation with treatment and training
methods, outpatient care, and traditional resident care. These services are
administered through several divisions. The Mental Health Services Division
operates state hospitals and outreach programs. The Mental Retardation Services
Division operates MHMR centers, rehabilitation centers, and special schools,
which also offer outreach services. The Community Services Division operates
state centers for human development, and oversees community MHMR centers.
Scope and Contents of the Records
Records consist of correspondence, memoranda, and various documents
ranging in date from 1967 to 1983. Records were generated by the Commissioner
of the Texas Department of Mental Health and Mental Retardation (MHMR), by
deputy commissioners, by the superintendents and other administrators of
facilities for the mentally impaired across the state, by state legislators,
and by the public, as well as by numerous committees, task forces, work groups,
councils and boards. Records contain files pertaining to all divisions of the
MHMR. A wide and diverse range of concerns, problems, and issues in the field
of mental health and mental retardation are represented in these files.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.

correspondence and memoranda, dating from 1978 to 1982. Files in this series
illustrate the activities and responsibilities of the Texas Department of
Mental Health and Mental Retardation, charged with providing a broad range of
services to the mentally impaired citizens of Texas and operating within
various legislative mandates. Records include reports on construction projects,
correctional and forensic issues, competency determination for the mentally
impaired, voluntary admissions and court commitments of the mentally impaired,
a report concerning proposed reductions in social entitlement programs
(Medicare, Medicaid), as well as other reports, studies, and surveys concerning
the health, safety and well-being of clients and operation of facilities on

and consist primarily of findings of various committees, task forces, and work
groups together with related correspondence and memoranda. Topics covered
include reports addressing client abuse and neglect, funding for early
childhood intervention programs, grievance procedures for employees of MHMR
facilities, the quality of laboratory services provided by the MHMR, and
various superintendents' committee findings concerning topics as varied as
wages, salaries, employee turnover, wheelchair programs and off-campus
camping/recreational policies. Included in this series is a lengthy file of the
Grubbs Committee Hearing, a special committee
appointed in 1982 to investigate MHMR matters.
