         <head>Agency History</head>
         <p>The Texas Department of Mental Health and Mental Retardation (MHMR)
		  was established in 1969, by the 59th Legislature, House Bill 3. It replaced the
		  Board for Texas State Hospitals and Special Schools. The department is governed
		  by the Texas Board of Mental Health and Mental Retardation, a nine-member board
		  appointed by the Governor with Senate approval, to six-year overlapping terms.
		  The Board chair is appointed by the Governor. Administration of the Department
		  is through the Commissioner of Mental Health and Mental Retardation, appointed
		  by the Board. The Commissioner appoints Deputy Commissioners for Mental Health,
		  Mental Retardation, and Community Services. These individuals administer the
		  programs and facilities in their respective fields. </p>
         <p>The Department emphasizes continuity of care for the mentally retarded
		  and mentally ill, while deemphasizing institutionalization. It operates
		  facilities providing vocational training and evaluation, counseling, day
		  programs, recreation programs, experimentation with treatment and training
		  methods, outpatient care, and traditional resident care. These services are
		  administered through several divisions. The Mental Health Services Division
		  operates state hospitals and outreach programs. The Mental Retardation Services
		  Division operates MHMR centers, rehabilitation centers, and special schools,
		  which also offer outreach services. The Community Services Division operates
		  state centers for human development, and oversees community MHMR centers.</p>

         <head>Scope and Contents of the Records</head>
         <p>Records consist of correspondence, memoranda, and various documents
		  ranging in date from 1967 to 1983. Records were generated by the Commissioner
		  of the Texas Department of Mental Health and Mental Retardation (MHMR), by
		  deputy commissioners, by the superintendents and other administrators of
		  facilities for the mentally impaired across the state, by state legislators,
		  and by the public, as well as by numerous committees, task forces, work groups,
		  councils and boards. Records contain files pertaining to all divisions of the
		  MHMR. A wide and diverse range of concerns, problems, and issues in the field
		  of mental health and mental retardation are represented in these files.</p>
         <p>To prepare this inventory, the described materials were cursorily
		  reviewed to delineate series, to confirm the accuracy of contents lists, to
		  provide an estimate of dates covered, and to determine record types.</p>
