Abstract: Records of the Texas Department of Agriculture, Insurance, Statistics and History are correspondence, reports, letterpress copybooks, and registers dating from 1856 and circa 1880 to 1908, with the bulk of the material dating from 1888 to 1898. Although not complete, the records of the Department do serve to document the regulation of insurance in Texas; they show what people wanted to know about Texas before moving here or starting a business; and how county officials reacted to the burden of collecting additional information. The records are particularly helpful in documenting the importance of the Geological Survey. The development of the State Library and the role of the Texas Library Association in the passage of legislation creating the Library and Historical Commission is covered from 1902 to 1908.

Agency History

The Texas Department of Insurance, Statistics and History was created by an act of the 15th Legislature and began operations on September 1, 1876. As its name implies, the duties of the Department were varied. From the Comptroller, it took over the regulation of insurance companies and agents; it was to obtain and publish statistics "relating to the population, wealth and general resources of the State;" it was to collect and classify historical materials; and, the State Library was placed under its control. The 20th Legislature in 1887 added Agriculture to the Department's name and furthered its duties to include the collection and publication of statistics regarding agriculture. The Geological Survey, which existed from 1888 to 1894, was also placed under the Department of Agriculture, Insurance, Statistics and History. The State Banking Department was created by the 29th Legislature in 1905 and placed under the Department. Finally, in 1907, the 30th Legislature created the Department of Insurance and Banking and the Department of Agriculture. The State Library was transferred to the newly legislated Library and Historical Commission in 1909.

Scope and Contents of the Records

Records of the Texas Department of Agriculture, Insurance, Statistics and History are correspondence, reports, letterpress copybooks, and volumes, dating from 1856 and circa 1880 to 1908, with the bulk of the material from 1888 to 1898. Earlier records may have been lost in the Capitol fire of 1881. Although not complete, the records of the Department do serve to document the regulation of insurance in Texas; they show what people wanted to know about Texas before moving here or starting a business; and how county officials reacted to the burden of collecting additional information. The records are particularly helpful in documenting the importance of the Geological Survey; little was known of the geology and topography of Texas and that information was greatly desired. The development of the State Library and the role of the Texas Library Association in the passage of legislation creating the Library and Historical Commission is covered from 1902 to 1908.

Some of the records of the Department of Agriculture, Insurance, Statistics and History were transferred to the Texas State Library during the 1905-1906 biennium; some were transferred to the Archives Division of the Texas State Library and Archives Commission by the Records Division of the Commission during fiscal year 1961; the date and transferor of the remaining records in unknown. Some of the records of the Geological Survey were transferred to the University of Texas Mineral Survey in 1901.

Records are incoming correspondence and subject files, dating from 1856 and 1881 to 1908. Files are from the Texas Department of Agriculture, Insurance, Statistics and History, with subjects including the Geological Survey of Texas, agriculture, insurance, and libraries. The Geological Survey records appear to have been maintained separately from the rest of the department's records.

This group of records consists of letters from county assessors, sheriffs, judges, etc. regarding the collection of statistics required by the Commissioner and requests for reports and for specific information. It is likely that a few items can be found relating to insurance, agriculture, and history. The bulk of the records date from January 1889 to December 1891; individual items can be found dating before and after the bulk dates. The files are alphabetical by first initial of surname or name of institution; the correspondence of an author may be found in either or both places.

Records are incoming correspondence, reports, subject files including financial records and photographs, and chemical analyses of mineral, soil, and water samples, dating from 1856 and 1888 to 1898. Files are from the Department of Agriculture, Insurance, Statistics and History and focus on the Geological Survey of Texas, which was headed by Edwin T. Dumble. Incoming correspondence includes requests regarding geological survey reports and correspondence from the United States Geological Survey. The Geological Survey of Texas also received correspondence and reports from its members who were conducting surveys throughout Texas. These records include summaries of the geology and topography of the area, routine correspondence, and drafts of final reports.
These records were formerly known as the Dumble Letters.

Letterpress copybooks, 1881-1901,

Records are letterpress copybooks containing copies of outgoing correspondence dating from 1881 to 1901 for the Texas Department of Agriculture, Insurance, Statistics and History. Separate books were kept for each of the department's major functions, i.e., Insurance, Geological Survey, Agricultural Bureau, and State Library. For the most part the distinctions were observed, yet it is possible to find letters relating to the Geological Survey among the insurance letters. Sometimes letters out of the chronological sequence may be found at the end of a book. Most of the letterpress copybooks contain an index. The books are in bad condition and many of the letters so faded as to be illegible.
