| Abstract: | Types of records of
the Texas State Board of Insurance include official orders by the commissioner
of insurance, correspondence, memos, and stock certificates. The majority of
the records consist of the official orders issued by the Commissioner of
Insurance in his role as chief executive and administrative officer for the
State Board of Insurance from 1957 to 1984. The orders sometimes include
attachments and exhibit materials. |

From 1957 to 1993 the Texas State Board of Insurance was governed by a
three-member Board of Insurance. The Board of Insurance's overall
responsibilities were to license and regulate insurance companies, agents, and
adjusters; to promulgate and approve uniform policies, rules, rates and
endorsements in specified lines of insurance; to investigate claims and
complaints of licensed entities; to conduct financial examinations and oversee
corporate activities of insurance companies; to collect applicable taxes and
fees; and to administer and enforce all laws, and board rules and regulations
regarding the conduct of the business of insurance. The Board of Insurance
appointed, with the consent of the Senate, a Commissioner of Insurance as its
chief executive and administrative officer. The Commissioner had the primary
responsibility of administering, enforcing, and carrying out the provisions of
the Insurance Code. The three-member Board of Insurance had initial
jurisdiction over policies, rules, and rates, and over appeals from the
Commissioner of Insurance. In 1994, under authority of House Bill 1461, 73rd
Legislature, the three-member Board of Insurance was eliminated and its
management and regulatory duties became the responsibility of the Commissioner
of Insurance.

The types of records of the Texas State Board of Insurance include
official orders by the commissioner of insurance, correspondence, memos, and
stock certificates. The majority of the records consist of the official orders
issued by the Commissioner of Insurance in his role as chief executive and
administrative office for the State Board of Insurance from 1957 to 1984. The
orders sometimes include attachments and exhibit materials.
Examples of the subjects of the commissioner's orders include:
application or renewal by insurance companies for certificates of authority to
operate in Texas, voluntary dissolutions of companies, application for
authority to pay dividend funds, reciprocal policy provisions, approval of
insurance company forms, revocation of insurance agents' licenses, annual
statistical reports, and revisions to insurance manuals.

Arrangement of the Records

| The commissioner's orders are in both chronological and numerical
order. From 1957 through 1977, orders are in one numerical sequence without any
reference to the year (#1 - 59,056). Beginning in 1979, however, and going
through 1984, orders are numbered consecutively within each year (e.g., 78-0001
was the first order in 1978, 79-0059 was the fifty-ninth order in 1979). |
