		  reports and some newsclippings and newsletters. Records range in date from 1973
		  to 1989. Records consist of various types of documentation submitted by health
		  maintenance organizations (HMOs) to the Commissioner or the HMO Division of the
		  Board of Insurance when applying for a certificate of authority or in order to
		  be in compliance with stipulations set forward by the Board. Records reflect
		  modifications, amendments and revisions to original contracts, agreements, and
		  plans filed by the various HMOs. </abstract>

         <head>Agency History</head>
         <p>The Texas State Board of Insurance regulates the state's insurance and
		  fire prevention industries primarily under the provisions of the Texas
		  Insurance Code, the basic objectives of which are to ensure the financial
		  soundness of the insurance industry and to protect the insurance consumer. The
		  board appoints, with the consent of the Senate, the Commissioner of Insurance,
		  who acts as the executive and administrative officer of the agency. Associate
		  commissioners, under the direction of the commissioner, oversee operations of
		  four of the agency's major programs: the Regulated Lines and Licensing Program,
		  the Financial Program, the Compliance Program and the Administrative Services
		  Program. Under the Regulated Lines and Licensing Program is the
		  Insurance-Related Activities Section whose duties include the regulation of
		  health maintenance organizations. All health maintenance organizations (HMOs)
		  must operate in compliance with the Health Maintenance Organization Act (HMO
		  Act), enacted in 1975 in regular session of the 64th Legislature, Senate Bill
		  180.</p>

         <head>Scope and Contents of the Records</head>
         <p>Records include correspondence, memoranda, minutes, legal agreements,
		  insurance policies, contracts, Commissioner's orders, court orders, annual
		  reports, activity reports, and some newsclippings and newsletters of the Health
		  Maintenance Organization Division of the Texas State Board of Insurance.
		  Records range in date from 1973 to 1989. Correspondents include the
		  Commissioner of Insurance, the State Treasurer, personnel from the Board of
		  Insurance, the Department of Health, and the Health Facilities Commission
		  (abolished by the 69th Legislature on May 27, 1985), as well as attorneys,
		  accountants, management consulting firms, and consulting actuaries.</p>
         <p>Records consist of various types of documentation submitted by health
		  maintenance organizations (HMOs) to the Commissioner or the HMO Division of the
		  Board of Insurance when applying for a certificate of authority or in order to
		  be in compliance with stipulations set forward by the Board. Records reflect
		  modifications, amendments and revisions to original contracts, agreements, and
		  plans filed by the various HMOs. Records may also document investigations,
		  violations, hearings, and the consolidation, dissolution, bankruptcy, or
		  phasing out of some of the HMOs.</p>
         <p>To prepare this preliminary inventory, the described materials were
		  cursorily reviewed to delineate series, to confirm the accuracy of content
		  lists, to provide an estimate of dates covered, and to determine record
		  types.</p>
