These records consist
of board orders issued by the Texas Board of Insurance Commissioners/State
Board of Insurance from 1927 to 1981 and from 1989 to 1993, under the following
designations: minutes (1927-1934), official minute of meeting (1934-1950),
minute of official action (1950-1957), and record of official action (1957-1981
and 1991-1993). Since 1934, the board has used standardized summary sheets
indicating date, subject considered, general remarks and action taken, and
signatures of members of the board issuing the order. Attachments frequently
accompany the orders. Examples of the subjects of board actions include the
following: certificates of authority, and their renewal; complaints against
insurance companies, and cancellation of licenses; reinsurance; rate
deviations; general liability insurance rate applications; excess liability
insurance filings; excess of loss; revision of manuals; proposal and adoption
of rules. |

The Board of Insurance regulates the state's insurance and fire
prevention industries primarily under the provisions of the Texas Insurance
Code, the basic objectives of which are to ensure the financial soundness of
the insurance industry and to protect the insurance consumer. The board
determines agency policy, sets rules, promulgates and approves rates in certain
property/casualty lines of insurance, hears appeals of administrative rulings,
and enforces statutory mandates. The board appoints, with the consent of the
senate, the commissioner of insurance, who acts as the executive and
administrative officer of the agency. The commissioner of insurance oversees
four specialized units and four broad programs. Three of the specialized units
are (1) Hearings, which conducts formal administrative hearings; (2)
Conservation, which attempts to rehabilitate and conserve insurance entities
with impaired financial conditions; and (3) Liquidation, which operates under
court order to liquidate insolvent companies. The agency's four broad programs
are the Regulated Lines and Licensing Program, the Financial Program, the
Compliance Program and the Administrative Services Program. Regulated Lines and
Licensing, with its property, casualty, life, and licensing sections, has
jurisdiction for most of the statutory filings processed by the board. The
Financial Program is responsible for monitoring the solvency and business
affairs of insurance companies licensed in Texas. The Compliance Program
enforces state law regarding unfair trade practices and unfair competition by
an insurer or its representatives. The Administrative Services Program includes
all of the agency's administrative and support activities.

manuals; proposal and adoption of rules.
To prepare this inventory, the described materials were cursorily
reviewed to delineate series, to confirm the accuracy of contents lists, to
provide an estimate of dates covered, and to determine record types.

Arrangement of the Records |
|
Arrangement is chronological and also numerical. From June 1927
through December 1932, no order numbers were assigned. Between January 1933 and
February 1957, orders were numbered consecutively within each year (e.g.,
33-001 was the first order in 1933, 57-027 the 27th order in 1957). In March
1957, with the transition from the Board of Insurance Commissioners to the
State Board of Insurance, a new consecutive numbering order was begun, omitting
any notation of the year (e.g., 00001 through 60596). The inventory gives the
first and last board order number followed by the first and last date in each
box or microfilm reel. |
