These records of the
Texas State Library and Archives Commission consist primarily of
correspondence, memoranda, contracts, minutes, forms, press releases,
brochures, publications, fact sheets, newsclippings, newsletters, resolutions,
and reports relating to state and national conferences on libraries. Also
present are some videocassettes (VHS), audio cassettes, photographs, computer
floppy disks and various articles of memorabilia. Records range in date from
1979 to 1991, but the bulk cover 1989 to 1991. Correspondence is primarily
between the Texas State Library and Archives Commission staff, the Texas
Library Association, the Perkins Group, and members of various committees.
Records reflect the management, negotiations, logistics, and details involved
in coordinating the Texas Conference on Libraries and Information Services
(TCLIS). Records also reflect the election process for delegates and alternates
as well as their preparation for and participation in TCLIS and subsequently
for the White House Conference on Libraries and Information Services (WHCLIS
II).

Agency History
The first White House Conference on Library and Information Services
was held in 1979. In 1988 President George Bush called for a second White House
Conference, and Congress authorized it by enacting Public Law (P.L.) 100-382.
The second White House Conference on Libraries and Information Services (WHCLIS
II) was held July 9-13, 1991. January 4-5, 1991, the Texas State Library (TSL)
sponsored the Texas Conference on Libraries and Information Services (TCLIS) in
Austin as a state precursor to the national assembly. The state conference was
coordinated by the Texas Library Association (TLA) under contract with the
Texas State Library and Archives Commission. TLA, in turn, contracted the
professional services of the Perkins Group as conference coordinator. Funding
was provided by P.L. 100-382 and by P.L. 98-480, the Library and Construction
Act. Funding was also provided in part by the Texas Committee for the
Humanities, the state program of the National Endowment for the Humanities.
The primary purpose of these Conferences was to identify unmet library
service needs, examine library and information service issues, and develop
recommendations for future library and information services with the primary
focus of the WHCLIS II being the impact of libraries on productivity,
democracy, and literacy. Delegates to TCLIS and WHCLIS II included elected and
appointed government officials, librarians, library users, trustees, friends
groups, civic leaders, lawmakers, information providers, and interested
citizens.
Scope and Contents of the Records
These records of the Texas State Library and Archives Commission
consist primarily of correspondence, memoranda, contracts, minutes, forms,
press releases, brochures, publications, fact sheets, newsclippings,
newsletters, and reports relating to state and national conferences on
libraries. Also present are some videocassettes (VHS), audio cassettes,
photographs, computer floppy disks and various articles of memorabilia. Records
range in date from 1979 to 1991, but the bulk cover 1989 to 1991. (Earlier
material is related to the first White House Conference on Libraries and
Information Services (WHCLIS). Correspondence is primarily between the Texas
State Library and Archives Commission staff, the Texas Library Association, the
Perkins Group, and members of various committees. Records reflect the
management, negotiations, logistics, and details involved in coordinating

Records consist of contracts, correspondence, minutes, committee
records, brochures, pamphlets, financial records, resolution drafts, final
resolutions as well as fact sheets and reports. Records date from 1989 to 1991.
The Texas State Library (TSL) served as liaison with the White House Conference
on Libraries and Information Services (WHCLIS) office and oversaw all WHCLIS
activities in Texas. TSL and its ten system offices covered numerous expenses
and contributed staff time and in-kind services--most notably state conference
facilitator training and printing and distribution of vital conference
materials.

Texas Conference on Libraries and Information Services (TCLIS). Records date

resolutions committee was responsible for editing and merging resolutions from
the regional meetings and for formulating final resolutions - particularly with
reference to the issues of democracy, literacy and productivity - to be
considered at TCLIS. Resolutions adopted at TCLIS would then be submitted for
consideration by the Texas delegation in Washington at the WHCLIS II.

library districts of Texas. Between August and October of 1990, approximately
3,000 Texans participated in 26 regional conferences held as open and
democratic forums for public participation in creating preliminary policy
recommendations, for electing delegates and alternates and for adopting
resolutions to the TCLIS.
