Texas State Library and Archives Commission, State and Local Records Management Division:An Inventory of Administrative Correspondence and Memoranda at the Texas State Archives, 1990-1992
Agency HistoryThe State and Local Records Management (SLRM) program of the Texas State Library was created at the beginning of the 1992-1994 biennium through the merger of the formerly separate Records Management Program (for state agencies) and Local Records Program (for counties and cities). The functions of the SLRM program are to issue policies, guidelines, and standards for the efficient management of the state's public records; to operate the state Records Center for the storage and disposition of non-current state records; and to provide microphotographic laboratory services for the preservation of essential vital state records. The merger of the Records Management and Local Records programs helped SLRM better manage the vast increase in its service load caused by the 1989 passage of the Local Government Records Act (LGRA), which the State Library is responsible for implementing. SLRM staff review and approve records control schedules prepared and submitted by each of the local governments covered by the LGRA. To assist local agencies in complying with the LGRA, the SLRM program developed a series of model records retention schedules. These schedules establish mandatory minimum retention periods, covering various types of records in local government and are similar to the records retention schedule developed by SLRM for state agencies. The SLRM program also provides technical publications and training in records management for state agencies and local governments. Scope and Contents of the RecordsRecords present are administrative correspondence and memoranda of the State and Local Records Management Program (SLRM) of the Texas State Library and Archives Commission dating from 1990 to 1992. Records consist largely of interoffice memoranda with relevant materials (schedules, reports, etc.) attached. Correspondents include staff of the SLRM program, other staff members of the Texas State Library, and staff of other state archives as well as of the National Archives. Topics include reports of problems regarding electronic data transmission (EDT), revisions to standards and procedures for the electronic storage of state government records or electronic records rules (ERR), descriptions and schedules of classes offered by the SLRM program, and a disaster recovery plan, as well as routine office management details.
