         <abstract encodinganalog="520$a" label="Abstract">The two individuals who figure prominently in these records are Thomas E. Anderson, Jr., who was Executive Secretary of the Governor's Advisory Committee on Education, and Joe Neeley, who was Staff Coordinator to the Committee. Although most of the correspondence is addressed to and signed by Governor Clements, these two individuals apparently drafted much of it. Most of the correspondence about distributing copies of the Report and Recommendations of the Committee is addressed to and signed by Neeley. Anderson managed the office of the Committee and prepared and distributed the agendas along with the minutes and supporting documents that went to each member of the Committee prior to each meeting. Dr. Willis Tate, President Emeritus of Southern Methodist University chaired the committee, but very little of the correspondence is addressed to or signed by him.  Records include correspondence, memos, notes, press releases, newsletters, agendas, minutes, mailing lists, position papers, rules of procedure, maps, draft legislation, reports and other publications, cassette tape recordings of public hearings, summaries of hearings, witness affirmation forms, statements of issues and recommendations of witnesses, brochures, annual reports, issue prioritization forms, files on committee members, open meetings submission forms, lists of members of the committee and ad hoc committees, lists of members attending meetings, seating charts, lists of witnesses at public hearings, and court documents.  </abstract>

         <p>Much of the work of this Committee was accomplished by the eleven ad hoc committees--<corpname>Changing Environment of Public Education in Texas Committee</corpname>, <corpname>Curriculum Committee</corpname>, <corpname>Operational Issues Committee</corpname>, <corpname>Role of the Educational Providers and Consumers Within Texas School Districts Committee</corpname>, <corpname>Special Populations Committee</corpname>, <corpname>State/Federal Relations Committee, Structural Issues Committee</corpname>, <corpname>Structure of Public Education in Texas Committee</corpname>, <corpname>Student Motivation and Discipline Committee</corpname>, <corpname>The Teacher--The Professional Committee</corpname>, and <corpname>Teacher Education, Certification and Recruitment Committee</corpname>. Each of these ad hoc committees produced a report, and these reports were used in compiling the final report and recommendations of the Committee.</p>
         <p>
            <title render="doublequote" linktype="simple">The Report and Recommendations</title> of the Committee was widely distributed to members of the Legislature, educational organizations and groups, school administrators and teachers, and citizens. At least 8,000 copies were printed, most of which were distributed before the end of Governor Clements' first term. Many of the recommendations became part of Governor Clements' legislative program for the 67th Legislature, which met in 1981. The success of this Committee led to the creation of other committees and task forces to deal with other education issues.</p>

         <p>These Records were transported to <geogname>Dallas</geogname> When Governor William P. Clements' first term ended on January 18, 1983. They were transferred to the custody of <corpname>Texas A&amp;M University</corpname> in 1993 under the agreement signed by Texas A&amp;M University, the <corpname>Texas State Library</corpname>, and Governor Clements. They remain the property of the Texas State Library but are housed at Texas A&amp;M University where they are available to researchers during the regular hours of <corpname>Cushing Memorial Library</corpname>.</p>

         <p>Records are arranged in alphabetical order in three, 
in chronological order in four, and in random order in five of these 
sections or segments.</p>
         <p>Records are organized according to the following sequence of section headings and corresponding box-folder numbers: Subject Files in folders /1-1/57,           Editing Committee Files in folders 1/58-2/26, Public Input  in folders 2/27-2/58, Office in folders 3/1-3/5, Mailouts in folders 3/6-3/32, Public Hearings in folders 3/33-3/38,  Committees in folders 3/39-4/8, Joe Neeley Files in folders 4/7-5/1, Committee Public Hearings in folders 5/2-5/18, and Reports and Other Publications in folders 5/19-6/25.</p>
         <p>There is considerable duplication of records among the sections or segments. 
Drafts or versions of reports exist in the Editing Committee, the Committee Meetings, 
the Mailouts, and in the Reports and Other Publications sections. The most complete set of these items is probably in the Editing Committee section. To have eliminated duplicate
copies from among the sections would have been very time consuming, but such exact duplicates were removed from individual files and sections and were discarded.</p>
         <p>When these records were packed in 1983 and sent to Dallas there were twelve boxes, but only ten of those boxes were received by Texas A&amp;M University. Original boxes 1 and 6 were not received. There is no indication of what may have happened to them. There is no indication that any of the other boxes in this series were ever wet, so it is unlikely that those two boxes could have been too badly damaged by water to have been discarded for that reason.</p>
         <p>All of these records have been transferred into new acid and lignin free folders and boxes. During that transfer, all paper clips were removed. Also all duplicate records within individual file folders were removed and discarded. Most envelopes were also removed and discarded. The original order of the file folders was maintained in most cases. If a few cases folders were out of order either alphabetically or chronologically, and those were corrected. Some rearranging of the order of folders was done in the last
of the original boxes in order to have similar records together, but it was determined not to attempt to put the records on hearings in box 3 and those in box 5 together. This would have entailed a major project of rearranging materials and renumbering of folders.</p>
         <p>The records in this series are mostly in very good condition. A few items have rust stains from paper clips and a few others are stained from long contact with highly acidic file folders. Some documents have curled and damaged edges from there having been too many papers in individual file folders. There is no evidence of mold or mildew on any of these records and no indications that any of the boxes were ever wet.</p>
         <p>Note: The original first box in this series was never received by Texas A &amp;M. It contained Public Input Issues, A-V, and subject files, A-L, according to an inventory at the Texas State Archives.</p>
