Abstract: |
R. Richard Rubottom, Jr. returned to Southern Methodist University as Vice President for University Life in 1964 after having received his Bachelor and Masters degrees from the University. His SMU papers include lectures, committee and task force notes, and correspondence concerning students. Rubottom's career included service in the Navy, the Foreign Service, President of the University of the Americas, and volunteer work with the Boy Scouts of America. The bulk of the collection concerns his interest in the foreign affairs of the United States and particularly relationships with the Latin American countries where he served. During his eighteen years with the Foreign Service, Rubottom served as Assistant Secretary of State, Inter-American Affairs, 1956-1960, and Ambassador to Argentina, 1960-61. |

Roy Richard Rubottom, Jr. was born on February 23, 1912 in Brownwood, Texas. During his life, Mr. Rubottom was vice president of a bank, served in the U.S. Navy, was accepted as a Foreign Service Officer, worked as part of the U.S. embassy to a number of Central and South American countries, taught at Southern Methodist University, served as President of the University of the Americas, and has advised many governmental programs and officials in his long and robust career.
Rubottom has been intimately involved with two particular organizations for much of his life, the Boy Scouts of America, and Lambda Chi Alpha. He helped establish Boy Scout troops in Guatemala and South Africa, and was a recipient of the Silver Buffalo award, the highest honor granted by the Boy Scouts of America organization for distinguished service on a national level. Rubottom maintained ties to the fraternity in which he was a member as a student at SMU, Lambda Alpha Chi, assuming roles as consultant and advisor to the fraternity on a regional and national level.
The Aspen Institute used Rubottom as a reference on their Governance in the Western Hemisphere project, a multinational steering committee headed by a former assistant secretary of state, Viron Vaky, which directed a major inquiry into the most pressing problems of both South and North America and the formal and informal mechanisms of governance appropriate to their solution. He served in an advisory position to the Governor of Texas, William B. Clements, as well as the National Governors’ Association, Organization of American States, and other governmental agencies.
In academia, Rubottom served as a professor of Political Science at SMU and later served as the President of the University of the Americas in Puebla, Mexico. Rubottom has published a number of articles and has also written a book entitled Spain and the United States: Since World War II, published in 1984.
In retirement, Rubottom continues to stay active in his community and church, speaking and offering guidance when he is called upon. Janice Williams is currently assisting him in assembling and writing his memoirs for publication.
This collection encompasses the personal life, career, and retirement of Roy Richard Rubottom, Jr. Born in 1912, the collection begins shortly thereafter with his childhood notebook, dated 1918-1919. Records of Mr. Rubottom’s professional career begin in 1945, while he was Vice President at the State National Bank in Corsicana Texas, and continue up to 1996, after retiring from teaching at Southern Methodist University (SMU), though he was still active in a number of local, state, and national organizations.
Among the records is a large collection of Rubottom’s personal correspondence from the 1940s through the 1980s arranged in two series in a continued effort to maintain the order with which Mr. Rubottom organized his files; a collection of speeches by Mr. Rubottom including his personal notes; educational records from his time at the Naval War College, National War College, as a professor at SMU, and as president of the University of the Americas; records from organizations Rubottom was a member or affiliated with including Lambda Chi Alpha, the fraternity Rubottom was a
brother of whilst a student at SMU and to which he remained an active alumni, the National Governors’ Association, the Aspen Institute, and the Boy Scouts of America; and finally, personal research records primarily concerning Latin America. In addition, Professor Rubottom has kept a number of government documents, both state and federal, that did not see much public circulation, making their inclusion particularly valuable.

This collection was received partially organized. However, multiple organizational methods were used, making the collection very difficult to sort through. Thus, the collection was completely re-organized while attempting to maintain the original organizational integrity of the collection. For example, Eleanor Rubottom-Odden will be found both in Family Correspondence and General Correspondence in order to preserve the way in which Professor Rubottom had arranged his files.
Secondly, a note should be made to distinguish between Publications, Periodicals, Reports, Papers, Speeches, and New Clippings. Publications are those records that have a publisher and publication date, and are clearly meant for distribution. Periodicals are serial publications. Reports are documents meant to be read, but not spoken, generally to a specific audience or at a specific event. Papers are documents that can be either read or spoken, are clearly not published, and may be presented at an event or to a specific person. Speeches are documents that are clearly meant to be spoken at an event to an audience, mainly taking the form of transcripts in this collection. News Clippings are sections removed from newspapers, magazines, and other publications.
