Historical NoteRadical Republican Governor Edmund J. Davis appointed Thomas H. Scanlan mayor of Houston in 1870, an office Scanlan held until 1874. Later, Scanlan acted as president of the Houston Water Works Company and vice-president of the Houston Gas Light Company.
