Biographical Note

Mrs. Eleanor Tinsley's first elective office was for the school board of the Houston Independent School District (HISD) from 1969 to 1973. Mrs. Tinsley was born Eleanor Burleson in Dallas, Texas, on October 31, 1926. A graduate of Baylor University, she moved with her husband to Houston in 1953. Before her four years on the board, she participated actively in many civic, social, and church affairs, concentrating on youth drug abuse. Mrs. Tinsley was elected to the school board as a member of a four-candidate slate chosen by Citizens for Good Schools (CGS). During her board tenure the HISD was confronted with several important issues including desegregation, drug abuse, and creation of the Houston Community College.

In 1979, she was elected to an at-large position for the city council of Houston, Texas. Mrs. Tinsley was subsequently reelected as council member and served from 1979 to 1995, leaving office due to term limitations. She has initiated much of Houston's legislation involving anti-crime measures, city administration and planning, and economic development. Mrs. Tinsley sponsored many campaigns for the citizens of Houston, covering neighborhood concerns and community development, health and safety, minorities and women, and quality-of-life (environmental) issues.

Scope and Contents

The collection contains papers such as correspondence, publications, newspaper and magazine articles, minutes, agenda binders, card files, and scrapbooks that detail Mrs. Tinsley's involvement in the HISD school board and her time as Houston City Council member. One-fourth of the collection is related to the school board years and the remainder covers the city council years. There are also nine existing oral history interviews included in the collection. The interviews were conducted between 1974 and 1991 and are on cassette tape.

Arrangement

The collection generally follows the original order set up by Mrs. Tinsley's office staff and the basic approach was alphabetically by subject. The collection is divided into five subgroups. The first three are school board related and the last two are city council related: (I). Citizens for Good Schools Committee (CGS), which is divided into 3 categories; (II). HISD School Board years, which are divided into 18 categories; (III). Harris County Child Welfare Board (HCCW); (IV). Houston City Council years, which are divided into 17 categories; and (V). Houston City Council agenda binders, ranging from 1980 to 1995.
